Afghan Telecom Corporation was incorporated in 24 September 2005 to provide unified telecommunication services throughout Afghanistan under the stewardship of Ministry of Communications & Information Technology. Current service structure includes wireless, 4G/LTE, fiber optics, copper and satellite operations.

Currently interconnected with neighboring Countries Pakistan, Iran, Tajikistan, Uzbekistan with its National Optical Fiber and working to connect Turkmenistan in near future.

Duties and Responsibilities

• Assisting in costing and following risks integral in a company's fiscal dealings
• Observing the fiscal programs and performance of the management to make sure that they are in compliance with the authorities.
• Coming up with fiscal activity plans as needed to help executing the tasks, plans of actions, processes and aims of the company
• Taking part in the modification and dependence administration methods and procedures
• Organizing price and fund reports for submitting them to the top management.
• Marketing the products and services of the fiscal company to its profitability
• Updating himself with the plans of actions of organizations and active auditing and accounting accepted standards
• Keeping in touch with financial, security, and non-structured accounting personnel to assist fiscal activities
• Holding company accounts' audits and fiscal dealings to guarantee agreement with the government and national needs and status
• Administering the fiscal formulation, findings, transferred possessions or fiscal activities of the company
• Dominating the fiscal reservoirs and making use of them effectively and successfully
• Administrating and aiding other structured units with regard to accounts, plans of actions and funding methods
• Directing the workers in executing fiscal reports, audits, accounts, aggregations, pay sheets and funding responsibilities
• Studying the past, present and future fiscal records to recognize growth, advancement and enhancement opportunities
• Organizing the fiscal information in a way that management can take proper decision.
• Training the staff with regard to financial and accounting standards.
• Adoption of the IFRS standards, particularly updated IAS 9 and IAS 15
• Breaking down the disputes and negotiating the disagreements and grudges
• Planning the work and other activities of the fiscal staff and counselling the administration about fiscal policies and fiscal rules and regulations of the company
• Assisting the fiscal staff with executing work or projects and doing some other general financial duties
• Prepares and determines content for internal financial and business metric reports and information to support quarterly and annual external reports.
• Responsible for identifying and escalating key risks to management.
• Prepares financial data and analysis to support risk management in order to evaluate implications and make recommendations to management. Promptly identifies and addresses control matters; maintains sound control processes.
• Delivers ad hoc finance and accounting analysis which may include management accounting analysis. Monitors and evaluates performance and authors and delivers communications as appropriate.
• Prepares and delivers information in response to requests and requirements of auditors, regulators, and investors. Contributes to or delivers annual budgets or monthly forecast updates.
• Perform financial and accounting related activities in a timely manner.
• Evaluate financial documents for correctness and completeness.
• Ensure financial and accounting reports are prepared in accordance to company and IFRS rules and regulations.
• Develop proper procedure and methodology for generate financial transaction records for collections, invoices, payments, expenses, revenues, etc for future reference purposes.
• Review all accounting procedures and recommend improvements.
• Address financial issues and inquiries in a timely manner.
• Manage payroll processing system including salary deposits, tax calculation, payroll reconciliation, etc.
• Maintain accurate documentation for financial operations and transactions.
• Assist staff on the accounting practices and financial record keeping.
• Review profit and loss statements to identify gaps and find relevant solutions.
• Maintain accurate financial data and reports for submission to senior management.
• Perform month end closing activities such as revenue accounting, expense accounting, account reconciliation, etc.
• Manage account payables and receivables activities, and assist in collection activities.
• Recommend both short-term and long-term investment options for company.
• Understand investment goals and recommend asset selection strategies.
• Develop corrective financial action plans.
• Prepare budget and cost reports for management, and analyze and report variances for projects.
• Perform or assist with financial compliance and procedural audits.
• Ensure that a company's internal controls and policies are functional and adequate, and that they comply with regulatory rules.
• Prepare financial statements in accordance with IFRS standards, industry practices and regulatory guidelines
• Assist in performing all tasks necessary to achieve the organization's mission and help execute staff succession and growth plans
• Train the Finance Unit and other staff on raising awareness and knowledge of financial management matters.
• Participate in developing new business, specifically: assist the CEO and COO in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery
• Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits
• Oversee the maintenance of the inventory of all fixed assets, including assets purchasing assets purchased with government funds assuring all are in accordance with federal regulations
• Maintain and develop the Finance manual, monitor that the implemented procedures and regulations are being flowed accordingly
• Coordinate the overall budget process and communicate to all departments regarding budget process
• Maintain control to ensure the proper accounting and budget treatment of financial transactions
• Setting up of budget monitoring procedures and analyzed the monthly reports and identify variances from approved budget and advices on necessary corrective actions
• Prepare relevant timely and accurate monthly financial reports on utilization of budget
• Prepare monthly MIS reports for their timely submission to the Board of Members of Afghan Telecom
• Prepare revenue forecasts for budget and management decisions
• Coordinate with regional officers (Meeting, Telephonic contacts or other means) to guide them and solve their issues
• Train staff on the accounts system and keep the knowledge updated with the aim to improve the utilization of the system
• Overview the procurement procedures; ensure that all procedures are followed and purchase request, bid analysis and purchase orders are properly executed according to authorization levels
• Scrutinize all contracts before they are signed by management
• Prepare the books of accounts ready for audit by the beginning of each calendar year and for
• Coordinate the preparation of financial statements, financial reports, special analyses, and information reports
• Provide an operating budget. Work with teams to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements
• Assist management in developing 5 year business plan for Afghan Telecom
• Preparation of tools and procedures to be used to record physical assets in the Assets Inventory
• Any other task assigned by CFO and Management


• Bachelor Plus Master’s degree in Accounting or Finance, or equivalent
• Must have ACCA,CA or CPA preferred
Minimum of 5 years’ experience working in an business finance accounting environment
• Minimum of 3 years’ experience working in Telecom Sector.
• A background and experience in implementing, monitoring or testing financial controls
• Oracle, SAP/Atlas General Ledger or Microsoft Dynamics and Helios (Preferred)
