About ASCEND Leadership Through Athletic

Ascend is a U.S.-based 501(c)3 non-profit organization, EIN# 46-3380394, with headquarters in Virginia and an office in Kabul. Our mission is leadership through athletics. We work with young people to provide opportunities to develop leadership skills, teamwork, and achievement through team sports. Our current project is Ascend Afghanistan, through which we are training a women’s mountaineering team.

The Administrative and Finance Officer will be based in Kabul office and will report to the Executive Director. The main responsibility is to establish and maintain efficient administrative systems and financial records. The incumbent manages the day-to-day human, financial and administrative resources of the office; conducts regular checks of the internal controls, leads the preparation of the monthly accounts closure of the operation, proposes the administrative budgets of the office, and ensures that disbursements are in accordance with the administrative budget and Ascend’s financial rules. The post operates in a team environment and will be expected to work in a collaborative way with staff and volunteer colleagues.

Duties and Responsibilities

• Effective financial reporting in a timely, accurate, relevant and informative manner
• Manage the day-to-day personnel, financial and administrative resources of the office
• Coordinate training and capacity-building activities to staff and team members in administrative related areas
• Management of cash flow and preparation of monthly cash flow projections
• Process the monthly payroll
• Plan, prioritize and implement project activities related to the administrative needs
• Develop and administer financial procedures relating to development initiatives
• Arrange and coordinate meetings, travel and accommodation when needed
• Manage and maintain effective filing system as well as developing a database of activities and events
• Type letters, reports, meeting minutes and other administrative duties and responsibilities
• Supervise the support staff including drivers and guards
• Facilitate organizing events such as conferences, workshops, seminars and meetings
• Coordinate travel arrangements for team members and staffs
• Ensure confidentiality and professional integrity is upheld at all times
• Be flexible, adaptable and available to take on other tasks or duties as requested by the Executive Director.

Qualifications

• Minimum Bachelor’s degree in Management, Business Administration, Public Administration, Economics, or in other relevant field
• At least 3 years of proven communications, planning and implementation experience
• Familiarity and understanding of public administration, relevant laws, rules and regulations of Afghanistan is plus
• Demonstrates good oral and written communication skills
• Demonstrates openness to change and ability to manage complexities
• Excellent working knowledge of English, both verbal and written; fluency in Dari, both written and verbal in Dari. Knowledge of Pashto an advantage.
• Excellent IT Skills, particularly in Excel & MS Office Package
• Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
• Experience of working with community and voluntary organizations, especially in the sports sector is an advantage
• Quick Books experience an advantage
