Afghan Telecom Corporation was incorporated in 24 September 2005 to provide unified telecommunication services throughout Afghanistan under the stewardship of Ministry of Communications & Information Technology. Current service structure includes wireless, 4G/LTE, fiber optics, copper and satellite operations.

In the last two years, Afghan Telecom has gone beyond its local borders to the international markets, forming a network of businesses to international carriers with the OFC backbone with the total project length 3,100 Km in Afghanistan. Currently interconnected with neighboring Countries Pakistan, Iran, Tajikistan, Uzbekistan with its National Optical Fiber and working to connect Turkmenistan in near future.

SPECIFIC DUTIES: (But not limited to)
• Organizational Leadership, Management, Development & Employee Motivation
• Supports Ongoing O&M Development plans
• Responsible for carrying out O&M services in accordance with Aftel policies and procedures
• Responsible for O&M FO Service Delivery SLAs/KPIs
• Responsible for O&M FO Reporting
• Responsible for O&M FO Budgeting & Control
• Ensures FO Tools availability and development
• Ensures FO processes and procedures are enforced, regularly reviewed and updated
• Ensures 3rd Party Management SLA’s (where applicable)
• Operational level interface to O&M in-scope subcontractors & 3rd parties
• Operational management liaison contact for escalated O&M matters

• Maintenance Management
- Network & Infrastructure Acceptance project rollout support
- Availability of existing infrastructure – MPBN Mobile packet backbone network.
- Converging technologies
- Emerging 3G & 4G market
- GSM Global standards for network performance and quality
- Infrastructure deficiencies and constraints
- International Telecommunications Union (ITU) Global standards for network performance and quality of services
- Level of competition amongst telecom operators in the local environment
- Marketing coverage objectives defined by rollout targets
- SALAAM business plan & CAPEX / OPEX budget availability for MPBN domain
- Coach and mentor direct reports to ensure staff motivation is high
- Direct and monitor work of subordinates
- Ensure the team is led; motivated and rewarded to achieve key performance areas
- Guide and direct vendors and third parties in achieving SALAAM objectives
- Identify staff training and development needs and implement necessary actions
- Set goals and objectives for direct reports, monitor progress and maintain motivation
- Set up appropriate structure to meet departmental management objectives
- Supervision of performance of the divisional team and staff members
- Corrective maintenance
- Preventive maintenance
- Execution of Work orders to Change Management Procedures
- Spares Management & Accountability
- Consumables Management
- Tools Management
- FO Reporting

Job Summary

Will be responsible for directing and leading the operation and maintenance departments within Technical Department.
Responsible for the delivery of nationwide Field Operations & Maintenance functions for Aftel Wireless Business Unit to agreed cost baseline and performance targets. Applicable to Aftel Mobile Network excluding Fibre Optic/SDH/PDH backbone Network, all power systems and IT support systems.
Rollout and deployment of radio, transmission and core/VAS networks and platforms, working with equipment vendor (example: ZTE).

Duties and Responsibilities

Will be responsible for directing and leading the operation and maintenance departments within Technical Department.
Responsible for the delivery of nationwide Field Operations & Maintenance functions for Aftel Wireless Business Unit to agreed cost baseline and performance targets. Applicable to Aftel Mobile Network excluding Fibre Optic/SDH/PDH backbone Network, all power systems and IT support systems.
Rollout and deployment of radio, transmission and core/VAS networks and platforms, working with equipment vendor (example: ZTE).
Management of any technical contracts that may rises as a result of the program.
Drives the specifications writing and approve them. Establish Bill Of Quantities, Request For Quotation. Prepare orders according to these specifications.
Support contract discussions with third parties (suppliers, subcontracting companies).
Elaborate ranking of supplier offers, participate to supplier selection. Establish schedules.

Gives support to procurement to deliver equipment on the required location (site). Smooth support for third parties.
To manage implementation of new sites on the network: radio sites, core network sites, transmissions sites.
Drives the performance of supplier (time, cost, quality)
Tracks and reports the expenses.
Supervise acceptance, then handover to O&M, with related documentation.

Respect and enforce respect of schedule, by taking preventive measures (follows plans, reports any slippage of schedule)
To provide the needed technical support to implement and launch any cross function programs.
Recruitment, Training & Development: Ensure that department is staffed with skilled engineers and technicians to accomplish their duties.

Qualifications
