The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care.
MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Provide guidance and support to the NMHRA team on pharmaceutical and healthcare products planning and ensure NMHRA priorities reflected in the NMHRA strategic planning at all levels

Duties and Responsibilities

Duties and Responsibilities
1. To assist the NMHRA in organization of the pharmaceutical planning exercises; country and sub-country levels joint assessment of national strategies, and compile the NMHRA annual plan.
2. To facilitate the process of extensive coordination and consultation at National level with different directorate of NMHRA on developing strategic Plan.
3. To conduct, invite and arrange regular meetings for revision of NMHRA strategic plan.
4. To support the NMHRA to draft, design and establish a comprehensive strategic plan for pharmaceuticals.
5. To ensure that WHO self-assessment recommendation are incorporated in NMHRA strategic plan.
6. Assess NMHRA leadership in achieving maturity levels as per the recommendation of WHO self-assessment.
7. Organize and conduct necessary workshops and trainings on central and provincial level for Developing Process and dissemination of NMHRA strategic plan.
8. Facilitation in providing the quantification and technical specification for relevant quality control laboratory equipment
9. Oversee and facilitate the procurement of laboratory equipment for regional medicine quality control lab with UNDP and relevant stakeholders.
10. Development of relevant tools including SOPs, Guidelines and manuals for smooth implementation of the project
11. Make sure Quality Assurance system is developed and applied for all healthcare products and pharmaceuticals
12. Conducting field visits from the project site to ensure that the QC laboratory equipment are installed properly and functionalized.
13. Carry out any other assignments given by the NMHRA executive director.

Deliverables
1. NMHRA strategic plan drafted, designed and finalized
2. SOPs and Manuals drafted, designed and finalized
3. WHO self-assessment recommendations properly integrated in the strategic plan
4. NMHRA strategic plan disseminated to relevant stakeholder
5. Annual implementation plan prepared based on NMHRA strategic plan
6. Quality control laboratory equipment procured and installed properly
7. Ensured that the QC laboratory equipment are installed properly and functionalized.

Skills

o Excellent organizational, coordination, communication and interpersonal relationship skills required.
o Willingness to travel in- country if require

Qualifications

o Having at least 5 years working experiences with Master Degree or 7 years relevant experiences with bachelor degree
o Fluency and good writing skills in English, Dari and Pashto languages and communication in local languages,
o Good skills of computer MS office, access program, internet, photocopy use, scanning etc.
o Excellent organizational, coordination, communication and interpersonal relationship skills required.
o Willingness to travel in- country if required.
