Duties and Responsibilities

Capacity Building
• Provide advice to ensure that HRM/HRD training programmes, procedures and practices are effective, accountable and of high quality;
• Develop a capacity building plan and a training manual;
• Conduct skills gap analysis and training needs assessment at the national and sub-national levels;
• Identify and follow-up on external supports and programmes available for staff capacity building in MoE;
• Coordinate, design and conduct training workshops in collaboration with key stakeholders for the national and sub-national staff and monitor results as required;
• Maintain contacts with partner agencies and others relevant government and non-governmental sectors in terms of sharing experiences and lessons learned;
Coordination
• Coordinate & Assist the Ministry to implement the Priority Reform and Restructuring process;
• Coordinate rightly recruitment, placement and post-training of NTA staff at MoE;
• Coordinate Recruitment process of Tashkeel staff in close cooperation with Independent Administrative Reform & Civil Service Commission (IARCSC );
• Coordinate/advise HR department to strengthen capabilities in better managing of HR activities at national and sub-national;
• Coordinate current NTA/Tashkeel proposal developed according to NESP III for the national and sub-national education offices
• Conduct regular meetings with MoE development partners in relation to capacity building and institutional development activities;
Management
• Assist in the establishment and maintenance of personnel administration and management systems and procedures;
• In coordination with other advisors, attend national level meetings related to system building and capacity building;
• Develop periodic reports on the HRM implementation and improvements
• Perform any other duties assigned by the supervisor
• Provide advice to ensure that HRM/HRD training programs, procedures and practices are effective, accountable and of high quality
• Provide advice and guidance to partners on managing performance and where appropriate attend performance management meetings and ensure follow-up.
• Develop a capacity building plan and a training manual
• Conduct skills gap analysis and training needs assessment at the national and sub-national levels
• Identify and follow-up on external supports and programs available for staff capacity building in MoE
• Coordinate, design and conduct training workshops in collaboration with key stakeholders for the national and sub-national staff and monitor results as required
• Maintain contacts with partner agencies and others relevant government and non-governmental sectors in terms of sharing experiences and lessons learned
• Work on the strategies for transferring the skills from NTAs to Civil servants in order to support the Exit Strategy of NTAs
• Coordinate and communicate the employees’ performance review report of UNICEF funded staff to UNICEF.
• Coordinate & Assist the Ministry to implement the Priority Reform and Restructuring process
• Coordinate rightly recruitment, placement and post-training of NTA staff at MoE
• Coordinate Recruitment process of Tashkeel staff in close cooperation with Independent Administrative Reform & Civil Service Commission (IARCSC );
• Coordinate/advise HR Directorate to strengthen capabilities in better managing of HR activities at national and sub-national
• Coordinate current NTA/Tashkeel proposal developed according to NESP III for the national and sub-national education offices
• Conduct regular meetings with MoE development partners in relation to capacity building and institutional development activities
• Advise in the establishment and maintenance of personnel administration and management systems and procedures
• In coordination with other advisors, attend national level meetings related to system building and capacity building
• Develop periodic reports on the HRM implementation and improvements
• Identify current and future resourcing requirements in conjunction with the recruitment department and provide advice and follow up on timely recruitment of the staff for UNICEF funded projects.
• Provide advice and assistance on policies, procedures and legislations of HRD
• Provide advice and play major role in work performance review and change process.

Qualifications

• At least Bachelor’s Degree with preference to Master’s degree in Business Administration , Human
Resource, Education or related educational fields .
• Minimum of 7 years’ progressive work experiences in Human Resource Management.
• Knowledge of the country and government rules and regulations at the national and sub-national levels;
• Strong leadership, team building skills, staff management and capacity building experience.
• Experience in needs/skill assessment and monitoring and evaluation of staff capacity;
• Experience in policy documents formulation, data maintenance and good analytical skills.
• Experience in effective maintenance of communication and coordination among MoE and its development partners
• Strong knowledge of communication, negotiation and change management
• Excellent English, Dari and Pashto written and oral communication skills

• Minimum Bachelor’s Degree with preference to Master’s degree in Businesss Administration , public administration , Human Resources Management or other relevant field;
• Minimum of 07 (seven) years of relevant professional experience ideally within an international or government organization; experience in the Education Sector in the field of Human resources Management will be an advantage
• Experience in policy formulation, data maintenance and good analytical skills.
• Experience in effective maintaining of communication and coordination among MoE and its development partners through effectively planning.
• Strong team building skills, management, communication, research and development (R & D) and skill development
• Strong knowledge of communication, negotiation, presentation and change management
• Excellent English, Dari and Pashto written and oral communication skills.
