Welthungerhilfe it is one of Germany's biggest non-governmental relief organizations. Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.
The purpose of this jobholder is to lead the project team for ensuring sound technical quality of all project related activities as per the project proposal, work-plan and budget, lead the team and monitors progress and quality of the work accompanied by progress reporting, effective documentation, proper coordination with related stakeholder and budget control. Duties and Responsibilities
The Project Manager will be responsible to lead implementation of the project activities at the field
Role and Responsibilities
Support in organizing work plan and implement training activities for community members using the best practices from emergency project.
Ensure the Full compliance of project operations with WHH rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring the achievement of results;
Responsible to follow absolutely binding the anti-corruption policy of Welthungerhilfe in all operations
Improve the operational systems, processes and policies in order to support of WHH mission — specifically, support better management reporting, and information flow.
Oversee overall financial management, planning, systems and controls in the project. Oversee short and long-term financial and managerial reporting.
Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment;
Organize and implement capacity building of project staff in close coordination with the Regional Manager and the HR Officer
Organization and oversight of Project bank and cash management processes, including liquidity management, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site;
synthesis and reporting of lessons learnt/best practices, and sound contributions to WHH knowledge networks and communities of practice;
Project Compliance with corporate human resource policies and strategies;
Optimal staffing of the office and Project
Oversight of recruitment processes in accordance with WHH rules and regulation, appropriate use of different contractual modalities, contracts management.
Area compliance with corporate rules and regulations in the field, WHH procurement policy including sourcing strategy, supplier selection and evaluation, quality management, e- procurement promotion and introduction, performance measurement;
Develop and manage project budget
Sound technical knowledge of disaster risk reduction best practices
Excellent understanding of main disaster risks facing communities in rural of Afghanistan Training and facilitation skills
Organization and planning skills
5 Years of experience in field of disaster risk reduction within an INGO or Afghan NGO is required
Experience in strategic planning and execution, strong knowledge of contracting negotiating and change management.
Bachelor Degree or higher
Excellent written and oral communication skills (English and Pashto)
