About UNDP Afghanistan

UNOCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to:

alleviate human suffering in disasters and emergencies;
advocate for the rights of people in need;
promote preparedness and prevention;
Facilitate sustainable solutions.
In December 1991, the General Assembly adopted Resolution 46/182 designed to strengthen the United Nation's response to both complex emergencies and natural disasters. In addition, it aimed at improving the overall effectiveness of the UN's humanitarian operations in the field.

Since 2007, the humanitarian coordination function in support of the humanitarian support of Humanitarian Coordinator (Deputy SRSG and Resident Coordinator) has been filled by UNAMA’s Humanitarian Affairs Unit (HAU). However, the need to set up an OCHA Office in the country has become imperative due to the deteriorating humanitarian situation and the persistent staffing problems in the HAU. The decision to establish an OCHA office in Afghanistan was taken on 17 October 2008, and the accreditation for this has been obtained from the government of Afghanistan.

Job Summary

Under the overall guidance of the OCHA Deputy Head of Office and under the direct supervision of the Head of Information Management Unit (IMU) with the Humanitarian Financing Unit (HFU), and in coordination with the OCHA field offices, the incumbent will be responsible for the following duties:

Duties and Responsibilities

Support regional field offices in tracking Conflict-Induced Displacement. Collect initial reports; assessed figures; response activities from the CHF and coordinating humanitarian partners, and timely input information in the Displacement Tracking System (DTS) in complying with a deadline specified in the Sub-office IM Deliverables.
Support regional humanitarian partners in implementing the Household Emergency Assessment Tool (HEAT) and make sure timely input information on the Kobo platform, track all the assessment related information to connect with the DTS.
Collect, update, and verify Who is Doing What and Where (3W) information from the CHF and coordinating humanitarian partners in the field and timely provide to the IMU for further consolidation and preparing visual maps. 3W update process should comply with the Sub-office IM Deliverables;
Support regional field offices in tracking Natural Disaster information (NDTS). Liaise with IOM; collect initial reports; assessed figures; and response activities from the CHF and coordinating humanitarian partners, and timely input information in the Natural Disaster Tracking System (NDTS) in comply with the Sub-office IM Deliverables.
Pro-actively update and verify humanitarian contact lists and migrate to Humanitarian ID (H.ID) for consolidation. 100% accuracy is expected by making sure all CHF and coordinating humanitarian partners checking-in and checking-out verified and reflected in the H.ID.
Manage and upload all the regional information; reports; assessments; all meeting events; agendas; and minutes onto the Humanitarian Response Website. Provide support and make sure all the regional CHF and coordinating humanitarian partners also use the HR. Info website as their one-stop information sharing portal.
Support regional field offices in Emergency Response Preparedness (ERP) review process for conflict displacement, spring floods, drought and winter. Collect and update regional level emergency stock information.
Prepare simple maps (easy maps) and info-graphics for the production of OCHA and CHF information products and reports.
Support regional CHF and coordinating humanitarian partners by making access to all OCHA IM products, tools and services on timely manner for their better planning and response activities.
Communicate any issues related to CHF and coordinating humanitarian projects (access barriers, delays in implementation, success stories, beneficiary concerns, etc.) in support of partnerships.
Any other activities as needed by the OCHA offices in Kabul and regional field offices.
Note: Work implies frequent interaction with internal OCHA team (IMU, HFU and SCU teams in Kabul), regional cluster representatives, CHF and coordinating humanitarian partners, including Government. The nature of this post is very mobile and need frequent travel to other locations with very short notice as need basis.

Core competencies must include fluency in both written and spoken English and a detailed working knowledge of the following programs:

Professionalism: Knowledge of the use of information management in humanitarian emergency, crisis, or disaster management contexts; ability to analyze, articulate the information management requirements of complex situation requiring a coordinated response; ability to work under extreme pressure, on occasion in a highly stressful environment; ability to relate humanitarian affairs issues and perspectives; ability to lead assessment team.

Communication: Speaks and writes clearly and effectively; listens to others; correctly interprets messages from others and responds appropriately; demonstrates openness in sharing information and keeping people informed; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Client Orientation: Establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; meets timeline for delivery of products or services to client.

Planning and Organizing: Proven ability to plan and organize, establish priorities, manage and monitor work plans, coordinate competing demands, and work to tight deadlines.

Required Skills and Experience



Bachelor Degree in social science or Information Management, International Studies, or other relevant field of study is required.
Master'd degree in the relevant field is desired.

2 years of relevant work experience with Bachelor's degree is required and 1 year of relevant experience with Master's degree.
Up to 1 year of relevant progressively responsible experience in emergency, humanitarian programming, crisis, relief management, or other related areas preferably with at least two years with UN or NGO organization.
Very good knowledge in information management particularly using modern technologies, such as Tableau, Kobo Cat, MS Access database, Power Query/Power View, GIS, etc.
Drafting and report writing skills are required.
Language Requirements:

Fluency in oral and written English is required.
Fluency in Pashto or Dari is required.
Candidates will be tested on their linguistic ability.
