The mandate of Good Performers Initiative (GPI) program of Ministry of Counter Narcotics (MCN) is to increase access to sustainable licit livelihoods opportunities in awarded provinces of Afghanistan and encourage poppy free provinces in regard to licit cultivation. It is designed around systems for developing farmer friendly projects to motivate the farmers in regard to grow high value agriculture instead of illicit poppy cultivation. It sought to design high impact farmer-oriented rural projects to increase food availability and household incomes that correspond with Ministry of Counter Narcotic (MCN) alternative livelihood police objectives.
The Admin/HR Officer will be responsible for the Organization over all Administration and Human Resource tasks, such as day to day management office, vehicle, managing of support human resources planning, organizing, evaluating and managing. Furthermore, he/she is responsible for employment contract, preparing of monthly staff payroll and keeping up to date staff database.

Duties and Responsibilities
General Office Operations
Manage daily administrative operations of the office and assist all units in resolving problems related to the day-to-day operations
Supervise the work of in-house cleaners to ensure that the office is kept clean and pleasant at all times
Organize, assign and supervise the work of administrative support staff
Oversee the management of office supplies and stationery and ensure replenishment
Ensure that administrative office procedures and established standards are adhered to and maintained in all aspects of work;
Maintain comprehensive information on all GPI vehicles including necessary documentation relating to registration, ensuring that all vehicles are insured and service schedules adhered to
Record fuel costs of all vehicles according to the established system and ensures proper utilization and that fuel deposits are replenished in good time
Ensure that all vehicles are supplied with all statutory items
Arrange for any maintenance work that needs to be carried out in the office
Ensure comprehensive general risk insurance for the office is taken and claims are handled as appropriate by the agencies
Ensure efficient service provision for in-house meetings by the administrative support staff
Human Resource Information Systems
Coordinate staff recruitment and selection process in order to ensure a timely organized and comprehensive procedure under the direction of supervisor. This includes preparing notices and advertisements for vacant staff positions, supporting recruitment process in printing CVs, collecting the short list and preparing short listing notice, informing candidates, reference checks, scheduling and organizing interviews, photocopying and scanning of documents and make recruitment file for each post and participate in the interview process of newly appointed candidates.
Create, maintain and regularly review accurate personnel files on all employees and make sure that every staff member is aware of all related policies/procedures if any and signed for it.
In liaison with the other Unit, manage the maintenance of the HR Information System
Maintain employee-related databases
Prepare and analyse reports that are necessary to carry out the functions of HR .
Fully utilize existing Human Resources softwares.
Coordinate the development of Human Resources policies for the organization with regard to employee relations;
Partner with management to communicate Human Resources policies, procedures, programs, and laws
Recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation
Participate in the conduct of investigations when employee complaints or concerns arise
Advise managers and supervisors about the steps in the progressive discipline system of the organization.
Comply with all existing governmental and labor legal and government reporting requirements and maintain minimal organization exposure to lawsuits
Protect the interests of employees and the organization in accordance with company Human Resources policies and governmental laws and regulations.
The successful candidate must meet both the requirements stated in the job description and qualifications. Those who cannot demonstrate the minimum amount of experience as described in the job duties and responsibilities, automatically considered disqualified.
• 3-5 years’ experience in the field of management/HRM with government, international NGO or UN agencies.
• Enough knowledge of human resources management, benefits administration, performance management, communication processes, compensation and wage structure, classifying employees, employment Law.
• Proficiency in basic computer programs (including word processing, database, outlook and spreadsheet applications).
• Writing of different business correspondence in Dari and English languages is necessary.
• Great attitude and ethics of management
• Bachelor of Business Administration, specialization in human resources/ management is required.
• Ability to work independently and in a team environment
• Ability to work under pressure, to follow deadlines and handle numerous tasks simultaneously
