The objective of the Organization is to improve livelihoods for all sections of the rural community based upon economically viable activities – food production, off-farm employment and trade - social cohesion and sustainable use of natural resources.

FAO works with three counterpart ministries – the Ministry of Agriculture, Irrigation and Livestock, the Ministry of Energy and Water and the Ministry of Rural Rehabilitation and Development. The FAO Representation is based in Kabul with regional offices in Herat, Jalalabad, Kandahar, Mazar-i-Sharif and Faizabad and subregional offices in Bamyan, Farah, Ghazni and Kunduz.

 The remuneration for the post of National Emergency Coordination Officer is between USD 1,947 to USD 2,335 (SB-4, Step 1 to 2), monthly based on the qualification and experience of the candidate.
 The selected candidate will also receive 8.33% of monthly salary as pension benefit/coverage on a monthly basis.

Organization Settings:
Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, Programmes and projects to address hunger, food security and malnutrition, and provides technical support for the sustainable development of their agricultural, livestock, animal health, and irrigation and forestry sectors as well as emergency preparedness and response. The activities of the FAO Representation include design and implementation of country-tailored field Programmes, liaison with local donor representatives and active public awareness raising and outreach activities related to the mandate of FAO.

The position is located in FAO Representation in Kabul – Afghanistan with frequent travels to other project locations in the country.

Reporting Lines / Supervision Received/Exercised:
Under the overall supervision of the FAO Representative in Afghanistan, the direct supervision of the FAO Resilience & Humanitarian Policy Officer and in close cooperation with the national and international staff of the FAO Programme and Operations Units, the National Emergency Coordination Officer will assist the FAO Resilience Unit in project formulation and implementation activities, including:

Duties and Responsibilities

Key Functions:
 Emergency and disaster related data collection, compiling, analyzing and reporting
 Carrying out regular field visits for the monitoring of all FAO relief projects, including input distribution campaigns, animal health, locust control, etc.;
 Collect, interpret, aggregate, and analyses data that demonstrate project progress and impact against each established indicators
 Liaising and following-up with FAO implementing partners on tasks to be delivered as outlined in agreements, project work plans and related documents;
 Developing survey questionnaires for enumerators and reporting formats for interim and final reporting to be distributed to the implementing partners;
 Coordinating the surveys and liaise with all stakeholders;
 Reviewing, crosschecking and supervising data entry, analyzing the surveyed information and preparing specific survey reports, project fiches;
 Organizing and conducting training of stakeholders (NGOs, government ministries, FAO national personnel) on the use of the monitoring or reporting formats and survey questionnaires;
 Liaising with FAO Regional Offices for data collection and assessments, project implementation, monitoring and evaluation
 Reporting to donors and other relevant counterparts, including coordination with the Food Security and Agriculture Cluster (FSAC)
 Performs other duties as required.

 Advanced university degree in Agriculture, Forestry, Engineering, Economics, Planning or Social Sciences or any other field related to the work of the organization;

Work Experience:
 At least Seven (7) years of relevant experience in large and complex projects that combines, emergency response, project formulation and implementation with international NGOs, Government of Afghanistan, or UN Organization in a multi-cultural offices environment is required.;
 Previous work experience with UN is an advantage;

Other Desirable Skills:
 Work experience in more than one location or area of work, particularly in field positions is desirable.
 Strong interpersonal and communication, reporting and presentation skills, analysis and interpretation of data, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
 Skills and experience in emergency response, resource mobilization, agriculture and economic development and project management
 Strong background in data collection, analysis and reporting
 Understanding of the purpose and functional of technical Programmes, operational guidelines and Programme/project management procedures, preferably those adopted by the United nations or FAO
 Experience in food security assessments and analysis.
 Familiarity with project formulation and implementation, including Logical Framework.
 Computer literacy essential, including proficiency in Microsoft Office applications (Word, Excel, Outlook).
 Ability to work independently to organize and coordinate work, demonstrated ability to write clearly and concisely in working languages

Language Skills:
 Excellent knowledge of English and local languages, both spoken and written skills.
