RACC was established in 2001 with the aim of re-building a new Afghanistan public establishment & institutions which provides a comfortable & secure home for the afghans. Our vast project includes re-building school, public work & highways, water & electricity supply in the rural areas & we specialize in building military camps & barriers.

Job Summary

Under overall supervision and guidance of the Vice President, the General Financial Manager assists in ensuring effective and transparent financial management of financial activities such as payments, expenses control, budgeting, forecasting and regular reporting. The GFM will supervise and manage finance team of the company.

Duties and Responsibilities

• Measures the effectiveness and efficiency of administrative and operational process both internally and to develop and improve Financial Management policy/ manual, develop standard operating procedures (SOP) in compliance with the international standard regulations;
• Responsible for budget preparation, delivery of financial reports, budget execution and analysis on budget expenditures of the company;
• Provide technical consultation and support to VP in daily works;
• Effectively conduct a capacity building plan/knowledge transfer process to finance department;
• Responsible to prepare monthly and quarterly budget forecast, financial reports, and notify VP on updates from site’s revenue and expenses;
• Hold regular communication and discussion with involved parties namely Project Coordinator, Administration department, Banks, Contract department and site offices to get information.
• Investigate and advise on best practices and knowledge;
• Improve function of financial management information system (QuickBooks) that supports budgeting and accounting in a way that enables RACC to respond to the financial reporting requirements of management and clients;
• Advise and assist the VP in monitoring the financial performance of project implementation.
• Facilitate the timely audit of the records by internal and external government or client’s auditors;
• Assist the planning section with annual estimation and project planning;
• Facilitate the capacity building of subordinates in coordination with the capacity building department;
• Verify all financial documents e.g. payments/payroll and appraise financial reports in regards to FM policy and rules;
• Risk identification and suggestion of new control measures to management;
• Analyze and report on monthly and quarterly branches finance report;
• Prepare bank reconciliation statements and financial statement and report for review of the management;
• Follow up daily routine works with engaged departments and site offices;
• Responsible for cash security inside the organization and outside while transferring cash anywhere for business purpose;
• Support business development and contract department at development of partnership costing and financial modeling of new projects;
• Help contract and reporting departments in preparation of reports and monitoring of contract expenditures when appropriate;
• Responsible for maintaining an accurate and complete filing system for all financial records and documents, to ensure transparency and accountability;
• Demonstrate behavior of professional and personal ethics, transparency and openness, to gain respect and similar behaviors of colleagues in the workplace;
• As per need should travel to sites;
• Perform any other related duties as directed by the Vice President.

Key Performance Indicators/ Controls
• Financial management policy is developed and implemented at organization;
• All financial activities are conducted according to RACC Afghanistan rules and regulations and get completed in a timely manner;
• Process payments in max 10 days to contractors, individual and consultants;

Final Product
• Effective financial services and support to the management allowing for quality and cost-effective procedure to be undertaken for by RACC Afghanistan;
• Successfully closure of accounts on annual basis;

Skills

• Excellent working knowledge of English, both written and verbal. Fluent in Dari/Pashto;
• Previous experience of working in a system review/development for the project or office;
• Excellent working knowledge of MS Office applications (Word, Excel, MS Project), email/internet, ability to operate other management (ERP) software/programs;
• Be able to work in a challenging and demanding environment;
• Be able to work in a multi-cultural environment;

Qualifications

• Master Degree in Business, Accounting, or Economics is required;
• Microsoft Access or Financial software certification;
• CA or ACCA Papers or Master Degree in relevant areas is an asset;

ii) Work Experience
• At least 8 years’ work experience in finance, accounting, and audit is required;
• At least 3 years must be in developing and infrastructure projects;
• Experience with INGOs, International Companies, WB and UN Agencies or an international organization is essential;
