About Ministery of Energy and Water

The Islamic Republic of Afghanistan, Ministry of Energy & Water has received a grant from the International Development Association toward the cost of Irrigation Restoration and Development Project, and it intends to apply part of the proceeds of this “grant” to payments for hiring the services of following qualified national individual consultants.

Job Summary

The Project Coordination Unit (PCU) of Project: Irrigation Restoration and Development Project (IRDP) under Ministry of Energy and water now invites National eligible consultants to indicate their interest. Interested eligible candidates must provide information indicating that they are qualified to perform the services and are invited to submit their CV (Curriculum Vitae), including employment records, description of similar assignments carried out, experience in similar conditions, availability of appropriate skills etc.

Duties and Responsibilities

1. Be in charge of working with Policy Department and international experts,
2. Assist International Lawyer in his/her daily activities and assignments,
3. Review jointly the current Water Law with the International Lawyer with the inputs from other team members,
4. Develop a review reports and submit it for review and finalization to the concern staff/authority,
5. Take the responsibilities for developing possible amendment to the Water Law, if the MEW decided to proceed.

Qualifications

 Must hold a Master Degree in Law / Political Science from a recognized Institution,
 A minimum 5 years of work experience in preparation of Policies, strategies, laws and regulations,
 Good knowledge of Afghan Laws and regulations, Water Law, National Water Sector Policies and Strategies and customary laws including International Water Law and Conventions,
 Good knowledge of Afghan Traditional Water Rights and Mirab systems,
 Good knowledge of computer,
 Working knowledge of English and good command of national languages (Farsi/Pashtu) required

A consultant will be selected in accordance with Section V Selection of Individual Consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 as revised in October 2006 and May 2010).
