The Justice Sector Support Program (JSSP) utilizes international and Afghan advisors to train and build capacity for Afghan officials within the Ministry of Justice, Attorney General’s Office, Supreme Court, Ministry of Women’s Affairs, and other justice sector organizations. The project has over 341 local national positions, many of which are advisor positions located in Kabul and throughout the 34 provinces of Afghanistan. Afghanistan Holding Group (AHG), has extensive experience working with justice sector institutions. AHG can call on a pool of 800 short-term consultants across all 34 provinces, which is critical to quickly filling vacancies and meeting technical and training needs that arise in JSSP.

Human Resources Advisor will be responsible to assist counterpart judicial institutions in improving human resource management. He/She is also responsible to coordinate with the JSSP embedded staff in identifying the shortcomings in the human resource or the capacity of the justice institutions.

Duties and Responsibilities
The Human Resources Advisor shall:
Assist counterpart judicial institutions in improving human resource management
Coordinate with the JSSP embedded staff in identifying the shortcomings in the human resource or the capacity of the justice institutions. Develop an improvement plan in coordination with the justice institutions
Help the justice institutions conceptualize the elements of human resource management and best international practices
Develop training materials on human resource management based on international best practices with relevancy to Afghanistan, Afghan Labor Law and Afghan Civil Service Law
Conduct training in the justice institutions
Assist the justice institutions in enhancing interdepartmental coordination
Build capacity by providing day-to-day mentoring in the ministry on improving the human resource management
Maintain current knowledge of the Budget, Human Resource, National Priority Program (NPP), Ministry Strategy, Labor Law, Civil Service Law and other significant documents related to ministry that will be helpful in developing good human resource management.
Liaise with the Afghan Civil Service Institute, Civil Service Commission, Donors and other agencies as needed
Develop capacity of the Afghan colleagues to help in transition
Ensure the HR department of each institution is focused on, and capable of, staffing an in-house training department
Provide regular reporting on work activities or other reports required by the project management
Perform any other duties as assigned by the Section Lead, Technical Director, Deputy Chief of Team-Advisors and Chief of Team
Minimum four years of professional experience focusing on human resources
Must have a bachelor’s degree in relevant field
Experience collaborating with government ministries and justice institutions’ human resources departments preferred
Understanding of international human resources practices
Demonstrated understanding of Afghan legal system
Excellent oral and written communication skills
Demonstrated experience developing and implementing training courses on human resources management preferred
