Job Summary

Project Background:

The Justice Sector Support Program (JSSP) utilizes international and Afghan advisors to train and build capacity for Afghan officials within the Ministry of Justice, Attorney General’s Office, Supreme Court, Ministry of Women’s Affairs, and other justice sector organizations. The project has over 341 local national positions, many of which are advisor positions located in Kabul and throughout the 34 provinces of Afghanistan. Afghanistan Holding Group (AHG), has extensive experience working with justice sector institutions. AHG can call on a pool of 800 short-term consultants across all 34 provinces, which is critical to quickly filling vacancies and meeting technical and training needs that arise in JSSP.

Application Administrator will be responsible to oversee and supervise the operations of the development team. He/She should participate in Monitoring Board meetings, SI Staff meetings and CMS Application related meetings.

Duties and Responsibilities

Oversee and supervise the operations of the development team
Participate in Monitoring Board meetings, SI Staff meetings and CMS Application related meetings
Coordinate between internal and external offices in all CMS Application communications
Monitor database for optimal performance to ensure end user access to the application
Receive, analyze and initiate action on change requirements to the CMS application
Supervise the administration of the CMS application in task such as add new users, add new CMS locations and other activities related to the administration of the application
Provide oversight and expertise in creating ad hoc query reports
Provide guidance in deleting duplicate cases as they are identified
Evaluate changes to the database to ensure they satisfy the change requirement request
Work directly with database developer and programmers to identify failing or flawed structure and develop necessary fixes and enhancement models


Minimum five years of professional experience, including overseeing CMS development and implementation
Must have a bachelor’s degree in law, computer science, public policy and administration, international development, or related field
Experience developing and implementing CMS trainings for legal practitioners and law enforcement officers preferred
Demonstrated understanding of Afghan legal system
Past experience developing and implementing training courses on CMS
Excellent oral and written communication skills
