Project Background:

The Justice Sector Support Program (JSSP) utilizes international and Afghan advisors to train and build capacity for Afghan officials within the Ministry of Justice, Attorney General’s Office, Supreme Court, Ministry of Women’s Affairs, and other justice sector organizations. The project has over 341 local national positions, many of which are advisor positions located in Kabul and throughout the 34 provinces of Afghanistan. Afghanistan Holding Group (AHG), has extensive experience working with justice sector institutions. AHG can call on a pool of 800 short-term consultants across all 34 provinces, which is critical to quickly filling vacancies and meeting technical and training needs that arise in JSSP.

Team Lead, Civil (CMS) will be responsible to supervise team on planning, managing, coordinating and implementing the Case Management System within Afghan justice institution. He/She should conduct the CMS Monitoring Board meeting and other CMS related meetings.

Duties and Responsibilities

Supervise Team on planning, managing, coordinating and implementing the Case Management System within Afghan justice institution
Conduct the CMS Monitoring Board meeting and other CMS related meetings
Monitor and Evaluate CMS DTLs, NLAs, and project operations in assigned areas
Review CMS lesson plans
Mentor on CMS training
Conduct managerial supervision to make sure the CMS project in Kabul is running properly
Meet with MB members and, based on need, with other department officials to facilitate and coordinate project
Review reports of embeds
Prepare different reports on project implementation and CMS usage
Coordinate the project between JSSP and the departments
Develop action plans for better CMS implementation
Motivate Kabul Team members to encourage GIROA officials to utilize CMS reports
Evaluate the DTL, SLA, NLA, and Backfill advisers
Compile, edit and proofread the Weekly Activity Report of Team
Participate in Weekly Section Lead meetings and report on activities, achievements, and challenges
Manage leave requests of team member
Assist in reclassification of staff based on qualifications
Assisting in hiring/filling vacancies
Participate in meetings
Work to solve problems of team member
Prepare the agenda and run the SI staff meeting
Other assignments required by the SI SL, DSL or other SI management members

Qualifications

Minimum five years of professional experience, including providing support to international donor projects
Must have a bachelor’s degree in law, social science, international development, or related field, master’s degree preferred
Experience collaborating with Afghan government ministries and institutions
Ability to develop and maintain relationships with cross-sectoral key stakeholders to ensure collaboration to meet project goals
Demonstrated understanding of Afghan legal system
Past experience developing and implementing relevant training courses preferred
Ability to travel to provinces
Excellent oral and written communication skills
Fluent in Dari/Pashto, and English
