The Justice Sector Support Program (JSSP) utilizes international and Afghan advisors to train and build capacity for Afghan officials within the Ministry of Justice, Attorney General’s Office, Supreme Court, Ministry of Women’s Affairs, and other justice sector organizations. The project has over 341 local national positions, many of which are advisor positions located in Kabul and throughout the 34 provinces of Afghanistan. Afghanistan Holding Group (AHG), has extensive experience working with justice sector institutions. AHG can call on a pool of 800 short-term consultants across all 34 provinces, which is critical to quickly filling vacancies and meeting technical and training needs that arise in JSSP.

Team Lead Criminal law Reform Working Group Advisor is responsible to manage advisors and Afghan National Legal Advisors and ensure that their work is consistent. He/She is also responsible to represent JSSP in Criminal Law Reform Working Group (CLRWG) meetings and provide legal advise.

Duties and Responsibilities
Assist the Section Lead (SL) in the evaluation of performance of assigned personnel (e.g., Afghan National Legal Advisors (NLAs)
Help to manage advisors and Afghan National Legal Advisors and ensure that their work is consistent
Represent JSSP in Criminal Law Reform Working Group (CLRWG) meetings and providing legal advice
Help the team to organize special projects
Assist key departments in developing plans and projects to perform their functions and strengthen communications between internal relevant offices
Liaise with other offices and coordinate activities to achieve established objectives
File reports for activities and accomplishments on a weekly, monthly, quarterly, and annual basis, or as otherwise assigned
Establish and maintain relationship with key stakeholders including, but not limited to, local government officials; police and prosecutors; international organizations involved in the justice sector; Afghan organizations involved in the justice sector; and customary and traditional law actors
Represent JSSP in the conferences, seminars and workshops and prepare reports
Prepare budgets, work plans, and statements of work; submit deliverables, conduct trainings, and insure timely submission of Section timesheets, leave, and travel requests.
Rapidly respond to requests for information from INL/K and INL/AP
Provide advisory services such as legal drafting, legal research and coordination of activities for MOJ Taqnin Professional Members
Translate documents from English to Dari/Pashto or vice versa using proper legal terminology, paying attention to details, and ensuring complete translation of entire documents
Draft minutes of meeting, workshops and conferences
Perform any other duties as assigned by the Legislative Capacity Building (LCB) Section Lead, Technical Director, Deputy Chief of Team-Advisors and Chief of Team
Travels to Provinces
Require Travels to Provinces
Minimum five years of professional experience, including providing support to international donor projects
Must have a bachelor’s degree in law, social science, international development, or related field, master’s degree preferred
Experience collaborating with Afghan government ministries and institutions
Ability to develop and maintain relationships with cross-sectoral key stakeholders to ensure collaboration to meet project goals
Demonstrated understanding of Afghan legal system
Past experience developing and implementing relevant training courses preferred
Ability to travel to provinces
Excellent oral and written communication skills
Fluent in Dari/Pashto, and English
