Palladium seeks an experienced, local Khane-e-Qabela (KQ or midwives house) Officer for the USAID funded Afghanistan Helping Mothers and Children Thrive (HEMAYAT) project. HEMAYAT is a five year $60 million cooperative agreement to support the introduction, scale-up and sustainability of high impact reproductive, maternal and newborn health interventions in Afghanistan. The goal of the HEMAYAT program is to increase utilization of high quality family planning, maternal and newborn health (FP/MNH) services through the introduction and scale-up of gender-sensitive, culturally appropriate, and cost-effective, high impact FP/MNH interventions that strengthen and enhance existing primary care services provided through the Basic Package of Health Services (BPHS), Essential Package of Hospital Services (EPHS), and the private sector and increase demand for these services.
The HEMAYAT project focuses on achieving measurable impacts in addressing preventable maternal and newborn mortality in Afghanistan’s five key population hubs; Balkh, Herat, Kandahar, Kabul and Nangarhar. Along with increasing coverage of evidence-based high-impact interventions (HIIs) for maternal and newborn survival, HEMAYAT will apply lessons learned from successes of the Saving Mothers Giving Life (SMGL) model to address the most critical gaps in the ‘three delays’ linked to maternal deaths. Specifically, Palladium serves as the private sector conduit for increasing learning and knowledge sharing between a wide range of HEMAYAT partners, increasing the availability and quality of private sector services and institutionalizing evidence-based interventions.
The KQ Officer contributes to the scale-up of the KQ program across HEMAYAT’s five key population regions. Through managing KQ relations and establishing trust within designated communities, the KQ officer will be key in building the capacity of the KQ midwife to comply with regulations and policies, improve quality of services and provide guidance in implementing the KQ specific portions of the Performance Monitoring and Evaluation Plan.
This position will report to the project Senior Health Advisor or Project Director based in Washington, DC and is locally managed by the Family Planning Services Integration Advisor.

Duties and Responsibilities
• Carry forward HEMAYAT’s KQ implementation plan to all designated KQ midwife sites, providing orientation and technical support.
• Establish and develop partnerships between each KQ and the linked health facility to increase access to FP/MNCH services and products.
• Coordination with the HEMAYAT clinical mentors to assure clinical support and training.
• Ensure productive partnerships between the KQ and BPHS implementers to increase their capacity to deliver key evidence-based interventions, engaging communities and professional associations in quality improvement, and assisting local partners in identifying new approaches to enhance the quality of services.
• Improve referral system effectiveness between communities, facilities, and private sector providers to improve the continuum of care.
• Lead outreach and technical trainings related to the KQ implementation, including primary and co-facilitation of larger workshops.
• Provide the continuous mentoring/coaching to KQ midwives across the target provinces though on-site consultation and distance support including building technical/managerial capacity and business skills for sustainability.
• Monitor KQ progress through monthly data, including strategizing to achieve integration goals, feedback to KQ midwives and creation of training plans.
• Manage KQ kits including supply chain and assuring applicability of contents.
• Facilitate learning and sharing of best practices between BPHS NGOs, KQ, and community groups
• Explore ways of engaging KQ to more effectively deliver IEC/BCC messaging
• Work closely with KQs to facilitate communication between the KQ, HFs and BPHS implementing agencies.
• Conduct KQs quarterly meetings and community promotion events.
• Provide technical support to the design, implementation and monitoring of the capacity building plan for the KQ as needed.
• Provide timely updates to project leadership and contribute to project reporting as required.
• Assume other responsibilities and activities, as requested by the Team Leaders.

• Diploma in Midwifery and/or Nursing
• 4 years of relevant experience working in the midwifery sector, preferable at the community, service delivery and coordination level.
• Solid understanding of Afghan culture.
• Working experience at community and primary/secondary health facilities preferably within the private health sector.
• Working experience in the design and implementation of work plans for health improvement.
• Understanding of the MoPH policy and regulatory framework in relation to the private health sector, with emphasis on midwifery.
• Understanding of quality improvement initiatives at public or private health facilities.
• Experience conducting training's or facilitating workshops or mentor ship.
• Demonstrated success in team building and relationship building with stakeholders .
• Excellent interpersonal, written and verbal communication skills.
• Strong analytic skills; flexible and confident .
• Fluency in Dari required and Pashto preferred.
• Excellent command of written and spoken English, particularly with regard to presentations and preparation of publications and reports .
• Excellent computer skills, including competence in word processing and internet/e-mail.
• Ability to travel to the provinces.
