About Tetra Tech -Women's Leadership Development

The Promote program is USAID’s largest ever investment in women’s empowerment. The Women’s Leadership Development (WLD) program enables Afghanistan’s most talented young women to become leaders in government, business, and civil society. Over five years, 25,000 women with exceptional leadership potential and commitment to positive social change are being recruited and enrolled in the program, targeting specifically:

1) The Primary Target Group includes women who possess at least a high school diploma, though many will also have undertaken some college, university, or technical vocational and educational training (TVET) study or possess a university degree.

2) The Secondary Target Group includes Afghan girls and women who have completed primary school and perhaps some secondary schooling or TVET but who have not graduated from high school.

WLD provides them with the knowledge, skills, and networks they need to enter the upper levels of decision-making in all sectors of society. As they move into decision-making roles, they will be empowered to ensure that Afghan women’s voices are represented in government, business, and social institutions throughout the country. They will advocate for policies and practices supporting women’s equality, welfare, and empowerment; they will promote women’s participation in programs, thereby promoting peace and prosperity; and they will make certain that support for girls and women is not on the fringes of Afghanistan’s agenda but integrated prominently and sustainably into the country’s strategic plans for the future.

Job Summary

Working under the direction and supervision of the Chief of Party (COP) and in coordination with members of the WLD Senior Management Team the DCOP-Technical is responsible to ensure the implementation of programming activities to high quality standards and in a timely fashion. WLD is in its fourth year of implementation of a five-year program and the new DCOP-Technical is expected to keep the project on track and ensure it achieves its outputs, outcomes and impacts as defined in the projects Monitoring, Evaluation and Learning Plan.

Duties and Responsibilities

Principal Duties and Tasks
These will be achieved through the direct performance of tasks and/or supervision of designated staff assigned tasks including, but not limited to, the following:

Program Management
• As a member of the senior management team contribute to the overall management of the WLD Project.
• Provide direct supervision to and management of the WLD scholarships, communications, alumnae and partnership teams. Including ensuring the timely delivery of weekly, quarterly and annual reports.
• Provide direct supervision and management of the work of Program Coordinators embedded within partner organizations.
• Working in close collaboration with the Gender Director and the National Program Operations Director contribute to the effective implementation of all activities under their management.
• Directly supervise staff and activities under the management of the Gender Director and the National Program Operations Director in their absence.
• Maintain, ensure the effect use of, and up-date project management tools.
• Oversee the performance of Short-Term Technical Assistants (STTA)/consultants.
• Provide quality assurance of overall technical activities.
• Provide oversight to and quality assurance in the implementation of WLD grants and contracts as assigned by COP.
• Work with the COP, the DCOP-Administration and Finance and the Director of Contracts, Grants and Procurement to ensure compliance with USAID rules and regulations across all aspects of the Project.
• Act as COP, when required, and in the absence of the COP.

Client, GIRoA and Implementing Partner Coordination
• As assigned by, and in support of the COP, coordinate with the USAID Contracting Officer’s Representative (COR) and other USAID representatives.
• Provide presentations to USAID representatives and Afghan Government officials on project progress.
• Represent the Promote-WLD Project to Afghan government officials, university representatives and project grantees and technical contractors.
• Represent the Promote-WLD Project to members of Afghan Civil Society.

The current job description may be periodically reviewed and adjusted to reflect project needs.

The DCOP-Technical works directly under the supervision of the Chief of Party (COP) or his/her designee and in collaboration with local and international partners, Tetra Tech Project Manager, Tetra Tech Deputy Managers, and other members of Tetra Tech home office project management team as needed.

• Demonstrated ability to represent WLD at external meetings to a range of stakeholders, including USAID, Afghan government officials and representatives of civil society.
• Proven ability to work independently and as part of a team to management complex project implementation and solve problems as they arise.
• Demonstrated ability to work on own initiative and accept responsibility.
• Proven ability to be extremely discrete with sensitive information and use tact and diplomacy in interpersonal communications.
• Proven ability to foster supportive working relationship among all staff and develop positive inter-departmental working relationships.
• Demonstrated ability to work effectively in a fast-paced, stressful environment and remain calm under pressure and in challenging circumstances.
• Strong written and spoken English language skills. Fluency is Dari and Pashtu is an advantage.
• Strong computer skills. Proficient in Microsoft Office package, specifically: Excel; Outlook; PowerPoint; and, Word.
• Ability to travel to WLD's different target provinces.
• Must be flexible to the demands of the project; willing to perform other duties as needed and at times work irregular hours.


• A post-graduate degree (PhD., MSc., or MA etc.) in the social sciences, from a well-recognized university. A degree in development studies, gender studies or education is desirable.
• A minimum of five years (5) of work experience, with at least two years of experience in a management role on large, complex and multi-faceted USAID funded programs.
• Experience managing staff teams to achieve results.
• Experience working with Afghan partners and grantees to implement programs and projects in different locations across Afghanistan.
• Experience developing staff capacity and supporting staff to undertake a range of activities
• Knowledge of procurement and grant giving process within the context of USAID funded programs and project.
• Knowledge of processes used for women's empowerment.
• Knowledge of and experience working in or on projects in at least three of WLD's target provinces: Balkh, Herat, Kabul, Kandahar and Nangarhar.
• Knowledge of the Afghan education sector would be an advantage.
• Experience dealing with gender issues affecting project implementation.
