Governmental officeThe Ministry of Public Works (MPW) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Public works.

Job Summary

In order to run the program smoothly, the MoPW requires Human Resources Specialist, to manage the HR related activities of the directorate. The incumbent works in close collaboration with the MOPW team ensuring successful performance in HR management. His/her duties and responsibilities will be but not limited to

Duties and Responsibilities

• Work under direct supervision of MoPW Human Resource Director.
• Ability to initiate all relevant HR/Recruitment standard formats (Action form, Grantee, Staff movement, clearance etc.)
• Ability to implement Afghan government HR policies throughout the organization
• Preparing action plan and forecast hiring needs and ensure recruitment process runs according to plan timely and smoothly.
• Manage all NTA based local positions recruitment with recruitment committee.
• Ability to help develop, implement, support and review all Human Resource. Department initiatives, policies, procedures, and systems.
• Leadership and instructional aptitudes needed to participate meetings/events on higher management level.
• Provide trainings and oversight on policies and procedures.
• Maintain recruitment process including generating job descriptions, posting advertisements, and managing the hiring process.
• Strategic development skills to develop and evaluate onboarding plans.
• Prepare plan and conduct staff evaluation and make final report.
• Coordination all relevant activities with other department of HR directorate and make solutions.
• Compliance with all policies and legal requirements.
• Complete other tasks given by immediate manager.
• Any other assignment as required by the supervisor.


• Excellent Computer skills in operating MS Windows and MS Office programs.
• Demonstrated ability to training and build capacity of department staff.
• Proven organizational, negotiation and problem solving skills.
• Be able and willing to travel to all provinces within Afghanistan, including insecure and volatile areas.
• Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)
• Excellent interpersonal Skills
• Excellent communication skills (both oral and written).
• Strong people skills and an ability to work in a team environment.
• Self-discipline, integrity and ability to work under pressure to meet tight deadlines.

Job Requirements:

• NTA (5) five years’ relevant experience in Human Resource and Recruitment management in a Government and large international non-governmental organization.
• Bachelor’s degree in Business Administration, Human Resource Management or any other related fields, MBA is preferable.
• Interviewing skills management skills.
• Translation skills from Local Languages to English and vice versa.
• Excellent organizational skills.
• Be fully familiar with Afghan Labor law
• Be familiar with Afghan Taxation Law
• Be familiar with NTA salary scale system
• Demonstrate translation/ interpretation skill
• Demonstrate Strong team player
• Proven background in similar positions.
• Must have relevant technical knowledge.

• Verified copy of University degrees
• Copy of Afghan ID (Tazkera)
• Copy of last posting contract
