Re-Announced MIS Focal Point



The Islamic Republic of Afghanistan has received a grant from the World Bank for the Afghanistan Second Skills Development Project (ASDPII). The project aims to improve the quality and relevance in the formal TVET system in priority trades by supporting delivery of priority trades, operationalization of lead institutes, teacher policy development and implementation, curriculum reform, upgrading TVET Teacher competencies’. Teacher assessment, international in service training and domestic in service training.

Job Summary

The objective of this assignment is to:
Contribute with TVET-MIS for establishing an effective and responsive MIS system for DMTVET; Contribute to report statistical data of public and private institutions to the ASDP/DMTVET; Develop and maintain database systems for the project (ASDP/DMTVET) with a web based reporting system; Expand, Install and maintain systems (Project system and TVET-MIS system) which connects ASDP/DMTVET to relevant central or Provincial institutions; Contribute with TVET-MIS for national data collection, data cleaning and system expanding;

Duties and Responsibilities

Web and MIS Focal Point officer will be responsible for:
• The candidate is responsible for assisting TVET-MIS team in terms of system design, system integration and ensuring support of software development activity.
• Liaise with different DMTVET, MoE departments and ASDP project to assess their data and work process needs/flows.
• Programming and development of applications for different DMTVET departments and Design, develop and implement relational databases using Microsoft. Net apps, Access and MS- SQL
• Develop website user interface (formsmobile technologies to modify and update the data in TVET-MIS system (if required)
• Develop and maintain database systems for the ASDP project which include a web-based reporting
• System that can make reports from ASDP/DMTVET institutes easily accessible anytime.
• Develop and Install systems (ASDP project and DMTVET) that can retrieve any type of information out of the systems such as weekly, monthly quarterly and annual or based on components needs.
• Develop graphical presentation of the project progress to the ASDP/DMTVET project on weekly/monthly basis.
• Over all maintain data management cycle (data verification, data accuracy, data entry and reporting update information) of ASDP/DMTVET project
• Integrate and work closely with TVET-MIS for system integration with EMIS, MOE
• Conduct trainings and workshops on use of information as a decision-making and strategic planning tool to build the capacity of DMTVET departments.
• Time flexibility, the MIS Focal point Officer may require to work over time or weekends due to needs of the DMTVET and ASDP project;


A BS and/or MS in Computer Science/Information Technology/Software Engineering.
At least 4 years of progressive practical experience, in Software design and development, Database development and programming.
Experience in managing the development and maintenance of software applications and MIS for larger organizations
Excellent theoretical and practical knowledge of software development in Dot Net Technology, MS-SQL Server, JavaScript
Familiarity with open source software would be an advantage
Prior experience working with government systems would be an advantage
Excellent interpersonal skills and familiar with statistical packages.
Ability to design templates for data collection and analyze data, Strong reporting, writing and analytical skills.
