The Afghanistan University Support and Workforce Development Program (USWDP) is helping Afghanistan’s higher education professionals to manage the growth of tertiary education while improving academic quality. Building on the successes of previous USAID funded projects; USWDP is implementing activities that improve the management capacity of the Ministry of Higher Education (MoHE) and 11 public universities to ensure quality higher education and employment for a larger number of Afghan men and women. The project assists in developing learning environments that foster well qualified and professional faculty members, highly capable and motivated students, diverse and market-oriented academic programs, sustainable public-private collaboration, international university partnerships, and other innovations that move Afghanistan toward the higher education system it deserves.

Job Summary

The Manager, Scholarships and University Partnerships will report to the Senior Manager, University Partnerships & Scholarships and support the USWDP Partnership Team in management of partnerships & scholarships component of the USWDP. The University Partnership team is mandated to establish partnerships and provide scholarships for USWDP targeted Afghan universities. Responsibilities for this position include, but are not limited to program implementation, managing the partnerships and scholarship activities in Afghanistan, participant monitoring and support, logistical and financial tracking and reporting in a meticulous manner, and partnership relations. This is a sensitive program that requires special care with communications and close teamwork with USWDP colleagues, MoHE, both Afghan and US universities, participants, and other key stakeholders.

Duties and Responsibilities

• Supervise the overall implementation of Afghanistan-based scholarships;
• Familiarize him/her self with the financial and technical aspects of scholarships to ensure full compliance with the established procedures;
• Ensure that financial and academic performance trackers of scholars are accurately up to date and provide regular update on the budget status, number and progress of scholars;
• Ensure that the online scholarship database is regularly updated and it includes updating the details third country scholars;
• Coordinate with the relevant departments of USWDP to collect academic progress reports and other documents required for the administration of scholarship;
• With the support of Program Assistant ensure that all the records of scholars are up to date and well-maintained both in soft and hard copies;
• Develop Terms and Conditions and budget narrative for the Afghanistan-based scholars taking into account the scholarship rules;
• Serve as the Afghan-based point of contact within the USWDP for scholars who will travel overseas and are based in Afghanistan to complete a Master’s degree in their assigned program of study;
• Keep him/her self-up to date of changes/revisions and help Afghan stakeholders understand their relevant partnerships program description and scope of work;
• Understand MoHE rules and regulations on scholarships to ensure USWDP scholarship program follows the MoHE rules and regulations for scholarships;
• Troubleshoot challenges associate with university partnerships and scholarships under guidance of Senior Manager, University Partnerships and Scholarships;
• Work as member of committee for gender scholarships;
• Assist University Partnership Team in outreach to regional and in-country universities for conditional admissions (with any necessary English language bridge program) or direct admission of students in Under-graduate and Graduate programs;
• Collaborate with USWDP on preparing the budget for the internal scholarships and draft the TIRFs for them;
• Work as USWDP advisor for Afghanistan based scholars and conduct monthly appreciative advising calls with them and document the calls appropriately and timely;
• Monitor, track, and report on scholar’s academic progress, conduct, and wellbeing;
• Collaborate with USWDP in evaluating the technical needs and enhancements used in scholarships administration and recommend improvements and modifications when appropriate;
• Draft and send academic progress reports of scholars regularly to MoHE;
Support the planning and delivery of the re-entry workshop
• Support the University Partnerships team in planning and delivering of the Pre-departure Orientations (PDO);
• Draft narrative and development budget for In-kind grants (IKG’s), follow up their procurement and delivery;
• Monitor deliverables to make sure they are achieved in a timely manner;
• Provide weekly, bi-weekly, monthly and quarterly progress reports;
• Responsible for setting up meetings (face to face and Skype) between Afghan Universities, US Partner Universities and USWDP team, prepare and disseminate agenda and track actions;
• Monitor and follow-up progress on actions arising from the minutes;
• Undertake other tasks to support the successful progress of the partnerships & scholarships contributing to the development and implementation of plans to meet targets and objectives;
• Review and update service level agreement between Afghan and partner universities and ensure accurate record keeping;
• As required, prepare reports on university partnerships & scholarships and present them to stakeholders such as, MoHE, USAID, and Afghan universities;
• Communicate collaboratively and effectively with all USWDP staff and stakeholders;
• Work as acting Sr. Manager, Scholarship and University Partnership while Sr. Manager is on leave and;
• Other responsibilities and tasks as assigned by the position supervisor.

Qualifications

• Bachelor’s degree with 10 years’ relevant professional experience or Master’s degree with 7 years of relevant work experience.
• Knowledge of and familiarity with higher education in Afghanistan;
• Knowledge of and familiarity with higher education in the U.S. and Regional countries (preferred);
• Familiarity with scholarship management would be an asset;
• Facility with excel or any other computational software would be an asset;
• Experience with creating and delivering short term training programs (preferred);
• English, Dari, and Pashto languages proficiency;
• Strong organization and communication skills;
• Ability to build relationships in difficult contexts;
• Ability to work under the work pressure and tight deadline;
• Ability to provide guidance/mentorship to participants/scholars with diverse backgrounds; and
• Ability to contribute effectively as a team player.
