The objective of the Organization is to improve livelihoods for all sections of the rural community based upon economically viable activities â€“ food production, off-farm employment and trade - social cohesion and sustainable use of natural resources.
FAO works with three counterpart ministries â€“ the Ministry of Agriculture, Irrigation and Livestock, the Ministry of Energy and Water and the Ministry of Rural Rehabilitation and Development. The FAO Representation is based in Kabul with regional offices in Herat, Jalalabad, Kandahar, Mazar-i-Sharif and Faizabad and subregional offices in Bamyan, Farah, Ghazni and Kunduz.

The remuneration for the post of National Database Assistant is between USD 1,214 to USD 1,570 (SB-3, Step 1 to 2), monthly based on the qualification and experience of the candidate.
The selected candidate will also receive 8.33% of monthly salary as pension benefit/coverage on a monthly basis.

Duties and Responsibilities
Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, Programmes and projects to address hunger, food security and malnutrition, and provides technical support for the sustainable development of their agricultural, livestock, animal health, and irrigation and forestry sectors as well as emergency preparedness and response. The activities of the FAO Representation include design and implementation of country-tailored field Programmes, liaison with local donor representatives and active public awareness raising and outreach activities related to the mandate of FAO.
The position is located in FAO project in Kabul – Afghanistan with frequent travels to other project locations in the country.
The main objective of the project is to “Strengthening Afghanistan Institutions’ capacity for monitoring and analyzing agriculture production systems and development of National Agro-Ecological Zoning (NAEZ) and Land Resources Information Management System (LRIMS)”. The establishment of the NAEZ and LRIMS and the development and/or improvement of the agriculture monitoring system based on geospatial technology in Afghanistan could be the enabler to support the progress of the techniques, policy and investment conditions to achieve sustainable agricultural development for food security in the context of climate change.
Reporting Lines / Supervision Received/Exercised:
Under the overall supervision of the FAO Representative (FAOR) and direct supervision of the National Project Manager (NPM) and National Project Director (NPD), in close cooperation with the counterpart in GIS Unit. Ministry of Agriculture, Irrigation and Livestock (MAIL) authorities/staff, other programmes and FAO staff, the
National Data Base Assistant will carry out the following tasks.
Assist the NPM (National Project Manager) in the identification of core information.
Support the identification of the rules, standards and basic principles for the examination and evaluation of basic material in close collaboration with NPM and NAEZ/LRIMS Consultant.
Support the quality control of the available information.
Support the selection and processing of the appropriate remote sensing data to be used for agriculture monitoring.
Support testing of recent high-resolution geospatial information.
Support the development of a geo-referenced database for NAEZ.
Provide technical assistance for the preparation of geographical and tabular data and populate the geodatabase.
Support the validation and geo-referencing of existing information.
Support data collection for the LRIMS and NAEZ database population.
Participate in the trainings/workshops provided by FAO.
Responsible for performing regular data cleaning and administration tasks such as uploading data using the data loader tool.
Perform general administration tasks such as creating new users, setting permission levels, groups, data cleaning etc.
Create new and amend existing reports and dashboards for analysis and segmentation purposes;
Collects data from a variety of sources, such as reports, people and websites;
Check databases for changes and errors and to make corrections, as needed;
Train co-worker's s who have access to databases.
Perform general office such as scheduling meetings or filing paperwork.
Cross check data collected in the field, ensure regular updates and solve eventual discrepancies.
Maintain the strictest confidentiality of data and processes.
Develop specifications for hardware and software requirements.
Support the development of standardized data formats with adequate metadata to be included in the portals and systems.
Support the development of and geo-database.
Assist in the preparation of database, technical report including the results, findings and recommendations.
Assist in the delivery of a detailed work plan of the activities;
Assist in the analysis of the user specification, needs description and functionality and identification of the data requirements;
Deliver training materials and user guide documents.
Undertake training (e-training or/and traditional) for the national institutions and staff;
Prepare, outreach and workshop materials;
Perform any other tasks as required.

Data Processing, Remote Sensing, Natural Resources Evaluation
University Degree in Computer Science, Information Technology, Data Processing, Remote Sensing, Natural Resources Evaluation or other Natural Resources-Science relevant field; or the equivalent combination of education and relevant professional experience
At least three (03) years’ of relevant work experience in applications of database management, remote sensing for agriculture monitoring, land resources evaluation and/or other natural resources studies.
Experience in agriculture monitoring and geospatial-based database management;
Previous work experience with UN is an advantage;
Strong interpersonal and communication, reporting and presentation skills, analysis and interpretation of data, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
Capable in arranging on-the-job training of staff independently;
Demonstrated ability in extracting user-oriented outputs from databases;
Demonstrate capacity to write technical reports in English
Excellent knowledge of English and local languages, both spoken and written skills.
