About MOIA

The Afghan Ministry of Interior fulfils a role of crucial functions to strengthen civilian protection, the rule of law and security in Afghanistan. These include:

 Enforcement of Rule of Law
 Ensuring security and protection of public order and security
 Take preventive measures to avoid criminal incidence
 Timely detection of crime and criminals and prevent public disorder and violations
 Fight corruption, social immorality that disrupts public safety and welfare
 Supporting sound performance to strengthen transparency and accountability
 Ensuring police professionalization and capacity building of MoI staff
 Respect human rights and enhance the relationship of police and public
 Control and Protection Afghan borders
 Promote and enhance women’s participation in the police ranks
 Equal law enforcement, gender equality and provide required resources, facilities and fair professional environment for women
 Coordinating amongst ANSF and judicial entities within legal boundaries and in accordance to the law
 ANP command and control
 Fight against narcotics import, production, cultivation and smuggle
 Counter terrorist activities, organized crimes, human trafficking and attracting international assistance.

Job Summary

Incumbent serves as a Subject Matter Expert (SME) within the Ministry of Interior (MoI), Directorate of Need Analysis and Coordination (NACD) as an expert involved in ministerial development. The GDIC serves as the primary link between the Ministry and the broader international donor community. Incumbent assists the Director of Aid Coordination and supports him in performing his/her duties and responsibilities. Incumbent tracks and maps all advisor provided projects which are supported by different donors or institutions in order to ensure efficient coordination, eliminate duplication and achieve maximum benefit of resources.
Analyses and evaluates (on a quantitative and qualitative basis) the effectiveness of donor supplied and funded programs/systems and operations in meeting established goals and objectives. Analysis and evaluates proposed changes in missions, functions, and delegations of authority as they impact donor supplied capability in order to assure intent of donation is met. Monitors internal controls to identify problem areas, improve operating program effectiveness and maintain the integrity of donor intent. Identifies internal control weaknesses and recommends corrective actions in the impacted procedures, processes, and systems.
Researches and investigates new or improved business and management practices for application to ministerial donor associated programs, systems or operations. Develops new or modified management policies, processes, performance measures, or evaluation plans which inspire donor confidence in usage of capabilities contributed. Performs management studies, risk analysis, and business process reviews of functional areas to identify weaknesses and potential improvements in work methods and processes, workflow analysis, system processes, and similar aspects of program management. Surveys and assesses requirements and satisfaction of donor provided capabilities; recommends relationship improvements.

Duties and Responsibilities

 Assist the Directorate of Need Analysis and Coordination in Determining and addressing needs, or "gaps" between current conditions and desired conditions or "wants" at MoI Directorates and provinces
 Assist the NACD for Measure the discrepancy between the current condition and wanted condition to appropriately identify the needs and coordinate them with relevant stakeholders to respond to the needs.
 Improve current performance or correct a deficiency and provide a one stop shop for all the needs of MoI.
 Clarify problems and identify appropriate interventions or solutions. By clearly identifying the problem, finite resources can be directed towards developing and implementing a feasible and applicable solution.
 Asses the needs at MoI and Helping to the database Manager for interring the data..
 Be able to respond to the needs and coordinate them to the relevant stakeholders
 Prepare a list of the trainings workshops and scholarships.
 Gather appropriate and sufficient data to inform the process of developing an effective product that will address the group’s needs and wants and provide concrete evidence that can be used to determine which of the possible means-to-the-ends are most effective and efficient for achieving the desired results.
 Improve the quality of policy or program decisions and help in merging the policies and strategies to have a single and acceptable policy at MoIA
 List all the policies and strategies; enter them a database and provide ideas to improve and merge the policies to have a single policy within the ministry
 Synthesize data and create report.
 Gather information about department’s activities and outcomes within a set time period through SWOT analysis.
 Performs any other tasks assigned from NACD and SME Program Office.

Qualifications

Education: At least Bachelor degree in Business Administration, Social Science, Economics or any other related fields, Master degree is preferred.
Experience: At least 3 years of experience, preferably working with donor agencies for Afghan governmental agencies.

Language Requirements: Fluency in English, Dari/Pashto , written as well as spoken ability
Required computer skills: ( MS. Windows and MS. Office program)
Other skills: Comprehensive knowledge and familiarity with laws, policies and procedures of MoI & GoIRA
