About MOIA

The Afghan Ministry of Interior fulfils a role of crucial functions to strengthen civilian protection, the rule of law and security in Afghanistan. These include:

 Enforcement of Rule of Law
 Ensuring security and protection of public order and security
 Take preventive measures to avoid criminal incidence
 Timely detection of crime and criminals and prevent public disorder and violations
 Fight corruption, social immorality that disrupts public safety and welfare
 Supporting sound performance to strengthen transparency and accountability
 Ensuring police professionalization and capacity building of MoI staff
 Respect human rights and enhance the relationship of police and public
 Control and Protection Afghan borders
 Promote and enhance women’s participation in the police ranks
 Equal law enforcement, gender equality and provide required resources, facilities and fair professional environment for women
 Coordinating amongst ANSF and judicial entities within legal boundaries and in accordance to the law
 ANP command and control
 Fight against narcotics import, production, cultivation and smuggle
 Counter terrorist activities, organized crimes, human trafficking and attracting international assistance.

Job Summary

The position serves as a Subject Matter Expert (SME) within the Ministry of Interior (MoI) as an expert involved in ministerial development and the optimization of donor nations and non-governmental organization funds and assets. Position acts as a program manager for the Internal Coordination Department to facilitate the intra-ministerial dialogue to determine how best to coordinate and prioritize requests to international donors to meet the pressing needs of the MoI as determined by the Ministry’s five-year strategy and operational plans.

Duties and Responsibilities

 Advise and assist the Needs Analysis and Coordination Department (DNAC) in establishing the functions and structures of his/her new office;
 Assist in the training and preparation of newly hired on-tashkeel personnel to assume responsibility for carrying out the duties of the office;
 Assist the Director to establish coordination mechanisms at various levels such as working groups (WGs), senior advisory groups (SAGs), senior police advisory groups (SPAG), to provide structure for intra-ministerial dialogue and a link to international donors;
 Assist the Director to ensure effective inter-departmental coordination within the Ministry of Interior (e.g., Monitoring and Evaluation within StratPol) concerning performance/progress analysis and prioritization of requests;
 Review the analysis and findings from Working Groups, senior advisory groups, senior police advisory groups and, if required, at the IPCB monthly meetings and provide the Director with programs/projects/departmental priorities and recommendations for technical/financial assistance if needed;
 Identify training needs and where relevant develop training packages for and transfer skills and knowledge to the department staff;
 Perform any other duties, as assigned by his/her supervisor
 Effectively lead the activities of the MoUs and agreements department, take responsibility and bring about comprehensive reforms to create a better environment and provide better services
 Focal point and act on behalf of MoIA to arrange and negotiate MoUs and agreements with external organizations
 Responsible for the secretariat of all working groups established by MoIA leadership to arrange and set up MoUs and agreements
 Review draft MoUs that MoIA receives from other organizations
 Carry out necessary activities among all responsible MoIA departments and directorates to ensure proper understanding of the content and terms of the MoUs and agreements, and taking necessary steps
 Establish coordination among all responsible departments within MoIA and make sure they are involved in all MoUs and agreements development process.
 Any other tasks assigned by the direct supervisor.

Skills

Qualifications

Education: At least Bachelor degree in Business Administration, Social Science, Economics or any other related fields, Master degree is preferred.
Experience: At least 3 years of experience, preferably working with donor agencies for Afghan governmental agencies.

Language Requirements: Fluency in English, Dari/Pashto , written as well as spoken ability
Required computer skills ( MS. Windows and MS. Office program)
Other skills : Comprehensive knowledge and familiarity with laws, policies and procedures of MoI & GoIRA
