The Afghan Ministry of Interior fulfils a role of crucial functions to strengthen civilian protection, the rule of law and security in Afghanistan. These include:
Enforcement of Rule of Law
Ensuring security and protection of public order and security
Take preventive measures to avoid criminal incidence
Timely detection of crime and criminals and prevent public disorder and violations
Fight corruption, social immorality that disrupts public safety and welfare
Supporting sound performance to strengthen transparency and accountability
Ensuring police professionalization and capacity building of MoI staff
Respect human rights and enhance the relationship of police and public
Control and Protection Afghan borders
Promote and enhance women’s participation in the police ranks
Equal law enforcement, gender equality and provide required resources, facilities and fair professional environment for women
Coordinating amongst ANSF and judicial entities within legal boundaries and in accordance to the law
ANP command and control
Fight against narcotics import, production, cultivation and smuggle
Counter terrorist activities, organized crimes, human trafficking and attracting international assistance.
Incumbent serves as a Subject Matter Expert (SME) within the Ministry of Interior (MoI), Directorate of Need Analysis and Coordination (NACD) as an expert involved in ministerial development. The GDIC serves as the primary link between the Ministry and the broader international donor community. Incumbent assists the Director of Aid Coordination and supports him in performing his/her duties and responsibilities. Incumbent tracks and maps all advisor provided projects which are supported by different donors or institutions in order to ensure efficient coordination, eliminate duplication and achieve maximum benefit of resources.
Analyses and evaluates (on a quantitative and qualitative basis) the effectiveness of donor supplied and funded programs/systems and operations in meeting established goals and objectives. Analysis and evaluates proposed changes in missions, functions, and delegations of authority as they impact donor supplied capability in order to assure intent of donation is met. Monitors internal controls to identify problem areas, improve operating program effectiveness and maintain the integrity of donor intent. Identifies internal control weaknesses and recommends corrective actions in the impacted procedures, processes, and systems.
Researches and investigates new or improved business and management practices for application to ministerial donor associated programs, systems or operations. Develops new or modified management policies, processes, performance measures, or evaluation plans which inspire donor confidence in usage of capabilities contributed. Performs management studies, risk analysis, and business process reviews of functional areas to identify weaknesses and potential improvements in work methods and processes, workflow analysis, system processes, and similar aspects of program management. Surveys and assesses requirements and satisfaction of donor provided capabilities; recommends relationship improvements.

Duties and Responsibilities
Assist the Directorate of Need Analysis and Coordination in mapping and analyzing the placement of available advisors at different departments of the Ministry;
Coordinate with relevant international partners and GD of M&E to evaluate the projects implemented by different partners and third parties;
Writing and submitting analysis report to NACD regarding duplication of efforts or inefficiencies in projects and placement of advisors;
Identify and carry out training and capacity building of the newly recruited staff of the directorate of aid coordination;
Effectively lead the activities of the Educational cooperation department, take responsibility and bring about comprehensive reforms to create a better environment and provide better services
Cooperate and identify MoIA capacity Building needs

Work to prioritize MoIA capacity building needs
Share capacity building and training needs and requirements through Internal and external coordination mechanisms (such as IPCB meetings);
Ensure that MoIA capacity building needs are met, according to Ministerial strategic and operational plans;
Arrange and participate in meetings, seminars and conferences regarding capacity building of MoIA staff;
develop and transfer skills, provide trainings for staff and strengthen employees capacity for better services
Assist the Directorate in developing a detailed plan regarding mapping, monitoring and evaluation of advisor and projects.
Performs any other tasks assigned from direct supervisor and SME Program Office.
Education: At least Bachelor degree in Business Administration, Social Science, Economics or any other related fields, Master degree is preferred.
Experience: At least 3 years of experience, preferably working with donor agencies for Afghan governmental agencies.
Language Requirements: Fluency in English, Dari/Pashto , written as well as spoken ability
Other skills: Required computer skills ( MS. Windows and MS. Office program)
Comprehensive knowledge and familiarity with laws, policies and procedures of MoI & GoIRA
