About Futures Group Global Outreach

Futures Group Global Outreach is implementing the Health Sector Resiliency Project (HSR), a five year contract funded by USAID. The overall goal of HSR is to support the Government of the Islamic Republic of Afghanistan (GIRoA) to foster a strengthened, reformed, and increasingly self-reliant Afghan health system prepared for the decreased donor support anticipated over the coming decade. The HSR Project acts as a resource and a catalyst to the MoPH and other GIRoA entities as it considers and implements critical sector-wide reforms that are required to make the system more resilient and sustainable. The project primarily focuses on governance, health finance and human resources for health and engages both the public and private components of the health sector.

Job Summary

The Health Finance Officer will work closely with the Deputy Chief of Party and Health Finance Advisor to support project activities related to health economics and financing. The Health Finance Advisor collaborates with health team members on health financing work across the spectrum of forms of health insurance including universal health coverage, social health insurance, community-based health insurance, private health insurance and other forms of health insurance. Priority areas of assistance is conducting the second phase of health insurance feasibility study. As necessary, s/he will represent the project on health financing-related technical sessions/forums and task forces. S/he will be responsible for providing input for periodic (monthly, quarterly, semi-annual) and ad hoc reporting.

The Health Finance Advisor will report directly to deputy chief of party.

Duties and Responsibilities

. In collaboration with the Senior Health Insurance specialist and Health Finance Advisor, assist in project health financing activities and provide support to MoPH to successfully implement the National Financing Strategy.
. Support in design of health insurance scheme in Afghanistan.
. Assist with the development of specific health insurance schemes that have been developed and accepted by ministry of health.
. Contribute to costing of the insurance benefit package, administration and expected revenues from estimated premiums.
. Maintain strong working relationships with a wide range of stakeholders, partners, and collaborators in health insurance including various ministries and private organizations to develop and implement health insurance components into existing health system.
. Assist in undertaking assessments, design, implementation, and evaluation of health insurance.
. Contribute in conducting Willingness to pay (WTP), Ability to pay (ATP) studies and actuarial analysis.
. Assist in developing health insurance related documents.
. Assist the team in Building the capacity of MOPH-HEFD in Health Insurance.
. As requested, represent the project at technical sessions/forums, on task forces and in external meetings.
. Draft or contribute to project reports and presentations on program activities as requested.
. Other activities and responsibilities as requested by supervisor.


. Master’s Degree from a recognized academic institution in a relevant area, Health Economics or Public Health.
. Minimum of 5 years of experience in public health program management. Experience in health economics and financing strongly preferred.
. Have basic knowledge concerning key health insurance design and implementation issues.
. Experience/knowledge of health insurance concepts.
. Experience working with public sector institutions, the Ministry of Public health and NGOs in the health sector in Afghanistan.
. Proficiency in MS Office applications and financial software designed for small and medium sized businesses.
. Draft or contribute to project reports and presentations on program activities as requested.
. Strong written and verbal communication skills in Dari and English.
. Other activities and responsibilities as requested by supervisor.
