Sr. Procurement Specialist


About DABS

The Central Asia-South Asia Electricity Transmission and Trade Project (CASA-1000) aims to facilitate electricity trade between hydropower surplus countries in Central Asia and electricity deficient countries in South Asia by putting in place the commercial and institutional arrangements and the transmission infrastructure required for this trade.

Project Objectives

The objective of the project is to create the conditions for sustainable electricity trade between the Central Asian countries of Tajikistan and the Kyrgyz Republic and the South Asian countries of Afghanistan and Pakistan.

Project Components
The CASA 1000 Project will finance the following components:
(i) Component A. Construction of High Voltage Transmission Infrastructure. Component A consists of four subcomponents:
Sub-component A1. High Voltage Direct Current (HVDC) Transmission Line which involves the construction of approximately 750 km of 500 kV HVDC overhead transmission line with capacity of 1,300 MW to interconnect the electricity network of Tajikistan, at the Sangtuda substation (s/s), going through Afghanistan to connect with the Pakistan network, at the Nowshera substation.
Sub-Component A2. HVDC Converter Stations which involve the engineering design, construction, and commissioning of two High Voltage Alternating Current (HVAC) to Direct Current (DC) converter stations at Sangtuda s/s (1,300 MW) in Tajikistan and Nowshera s/s (1,300 MW) in Pakistan.
Sub-component A3. Kyrgyz-Tajik HVAC Transmission Interconnection which includes the construction of about 475 km of 500 kV HVAC overhead transmission line to interconnect the electricity network of the Kyrgyz Republic, at Datka s/s, with the Tajikistan network, at the Khudjand s/s. About 450 km of the line will be in the Kyrgyz Republic and 25 km in Tajikistan.
Sub-component A4. Tajikistan grid reinforcement which includes reinforcements in Tajikistan including construction of 500 kV line from Regar s/s to Sangtuda s/s and other parts of the network necessary to ensure transfer of Tajikistan and Kyrgyz export power to Sangtuda HVDC station. (Note: This section is not included in the scope of the DC Owner Engineer).
(ii) Component B. Technical Assistance and Project Implementation Support. The component provides support for project implementation and technical assistance for the four countries, IGC and the Secretariat.
(iii) Component C. Community Support Programs. The Component will develop and implement CSPs in each of four countries during project construction period to create a more supportive environment for project implementation by improving livelihood among approximately 670 communities living along the CASA-1000 corridor.

Duties and Responsibilities

In Procurement:
 Assisting project management team in DABS in procurement and contract management of works, goods, supply-install, consulting and non-consulting services contracts under World Bank funded projects
 Guiding and assisting in general strengthening/setting up and development of the project management team in DABS, including procurement activities required for the strengthening of the team.
 To build PMT’s and Procurement Directorate’s staff capacity in procurement by providing guidance and support, identifying procurement and contract management capacity building programs and advising nomination of PMT staff for the same as procurement expert to PMT staff in various procurement related matters.
 The incumbent would be expected to devote 20% of time on procurement and contract management capacity building of PMT and Procurement Directorate’s staff. In the initial period developing capacity of the PMT officials in all aspects of procurement with emphasis on (i) the organization of pre-bid meetings, preparing answers/clarifications/modifications; (ii) receiving and examining bids/ proposals; (iii) organizing technical evaluation committees; (iv) preparing evaluation reports as per the Bank procedures and (v) broad understanding of contract management. The incumbent will make use of dummy cases for imparting the knowledge on procurement under the Bank funded project to the PMT officials.
 Preparing, reviewing and updating the procurement plans under the Program in consultation with the Technical team members to submit it for internal approvals and no-objection by the Bank. Following up with DABS-CASA Project and the WB in order to have the procurement plans approved in a timely manner using the Systematic Tracking on Exchanges in Procurement (STEP) software used for the purpose
 Managing the processes of advertising, bid receipt and bid opening strictly in accordance with the agreed procurement procedures;
 Preparing, reviewing and clearing draft bidding documents, requests for proposals for all procurements prior to submission for approval. Follow up with the concerned government departments and the WB (if required) using STEP in order to have these bidding documents approved and issued in a timely manner according to the approved procurement plans.
 Conducting Pre-bid meetings, describing project’s procurement regulation to bidders.
 Participating as a permanent member in evaluation committees, providing guidance to other members in evaluation committees on procurement aspects in the process of evaluation of bids or consulting proposals.
 Preparing, guiding, reviewing and clearing all bid evaluation reports with very transparent method according to the bidding documents provisions, Bank’s Guidelines, WB and applicable Government of Afghanistan rules and regulation, submission for approval, including preparation of comparison list of bill of quantities of the bidders; following up with the concerned government departments and the WB (if required) including through STEP in order to have bid evaluation reports approved in a timely manner.
 Preparing, reviewing and clearing all draft contracts from commercial angle and getting the technical due diligence done with the technical team members prior to contract signing. Following up with the concerned government departments and the WB (if required) in order to have contracts approved in a timely manner.
 Reviewing and clearing all correspondences with bidders during procurement process from procurement angle.
 Preparing contracts amendment (final contract amendment, time extension as required by contractors and advised by PM in timely manner as per provisions in the contract to avoid delays in implementation.
 Managing the procurement filing/record system in the office in a systematic and retrieval manner.
 Maintaining the integrity and confidentiality of the procurement and contracts management process and documentation per the provisions of applicable respective guidelines, documents, act, rules and regulations.
 Monitoring and reporting the procurement implementation progress/status to PIU and the World Bank as required.
 Participating and providing timely inputs to the implementation support missions of the Bank.
 Performing periodic supervision of the performance by other procurement staff in the procurement unit, providing on-the-job training and classroom training enabling them to successful carry out their jobs.
 Proving regularly and timely reports.
 Coordination with CASA secretariat on matters relating to procurement and contracts management.
 Managing other activities required under procurement processes & documentation as assigned by the PM from time to time.

In Contract Management:
 Monitor the overall financial and physical progress of the contracts awarded for implementation in Afghanistan.
 Review requests for variation orders in coordination with the technical team members and make recommendations for the Project Manager actions.
 Liaise with project Owner’s Engineers/technical staff and make recommendations on mitigation measures to prevent/minimize delays in contract implementation.
 Prepare payment Certificates for payments processing after receiving review by the Owner’s Engineer/Technical staff of payment requests by the contractor. Sr. Specialist Procurement and contract management shall have the ability to double check the payments and certificate on behalf of Project team , because once the owner engineer issue the payment certificate for payment to be made by MoF, project team needs to certify the payment as well
 Submit periodical reports on contracts progress, including recommendations for delivery performance Improvements.
 Collate and monitor / verify monthly payments to the contractors and review the cash flow projections with the finance management team.
 Coordination with Owner’s Engineer.
 Prepare contractual letter with reference to CASA 1000 Projects Condition of Contract in order to address Contractor’s issues / claims and time extension, as well as completion certificates.


• Adequate knowledge of government and World bank (or ADB) procurement procedures and regulations
• Adequate knowledge of Contract Management issues.
• Good working knowledge and practical experience of project management
• Sound written and verbal English and Pashto/Dari communication
• Excellent communication skills with the ability to build working relations and engage with project related stakeholders, both internal and external including the technical and financial management experts.



The Senior Procurement Specialist shall have a Bachelor’s Degree in Economics, Engineering, Commerce, Law, Management or similar disciplines. A master’s degree in any of these disciplines will be an advantage.

Working Experience:

The Senior Procurement Specialist shall be a professional with a strong and demonstrated capacity for procurement and contracts management, with excellent reporting skills and high morale and ethics. Experience should include activities demonstrating the skills of coordinating and managing the work of staff, contractors, suppliers and consultants. At least seven (7) years of relevant experience in Procurement & Contract Management with demonstrated understanding of Government of Afghanistan’s Procurement Laws, rules of procedures with respect to legal, institutional, contractual and financial issues and processes. The candidate shall have prior experience in procurement and contract management in infrastructure projects financed by multilateral donor. Previous experience in power sector is a plus.
