Job Summary

Prepare and implement a comprehensive training program to professionalize the production, broadcasting, reporting and communication skills of Wolesi Jirga and Meshrano Jirga Television Units and Departments of Public Relations and Information staff to enable them to produce editorially rigorous and engaging media outputs related to the National Assembly’s mandate and work.

Duties and Responsibilities

• Parliamentary television production and broadcasting
▪ Management of television production from development through post-production including editorial, operational and production techniques
▪ Identification of news worthy topics, content development and management of production deadlines
▪ Planning of television productions, including call-in and magazine shows, roundtable discussions, public service announcements as well as short documentaries on the work of parliament, parliamentary business and public policy issues
• Digital media production and dissemination of media content
▪ Journalistic use of Social Media
▪ Preparation of digital media productions
▪ Production of audio-visual (digital online + CD-ROM) and print media-kit on parliament for the public and specifically targeting youth/university students that provides an overview of the National Assembly and explains the function and work of parliament. The kit should include explanations of the legislative process and oversight mechanisms of parliament
• Journalism skills & communication
▪ Reporting, including interviewing MPs
▪ Writing/Editing, including television news scripts as well as use of parliamentary and public policy terminology
▪ Preparation of press releases
• Technical systems
▪ Operation of production equipment including production switchers, lighting, sound, camera theory and technology (DV-7D and black magic), background decoration (vMix) or VTR and distribution device as well as other digital (Meshrano Jirga) and analogue (Wolesi Jirga) audio and video technologies in use by the National Assembly
▪ Creation of video records and content for multiple platforms including delivery of video and digital content via multiple platforms that meet broadcast standards
▪ Operation of multi-camera live productions
