he Government of Afghanistan has received a grant from the World Bank toward the cost of the proposed Afghanistan Rural Access Project (ARAP) under National Rural Access Program (NRAP). NRAP is a priority program of Government of Afghanistan. Ministry of Public Works (MPW) is the implementing agency for secondary roads under the proposed project.

The proposed project will provide access to rural communities throughout the country and will quickly restore economic activities though employment generation and access to markets, business opportunities and access to other social services. The Project comprises of different activities e.g. Improvement of rural secondary roads, construction of bridges, rural roads maintenance and institutional strengthening.

ARAP aims to enhance human security and promote equitable economic growth by ensuring year round access to basic services and facilities in rural Afghanistan by promoting local productive capacity, through a private sector led development of physical rural access infrastructure and employment creation for the poor. In doing so ARAP seeks to rehabilitate, reconstruct and maintain essential rural access infrastructure using appropriate labor based approaches thereby creating short term employment opportunities for the rural poor, nation-wide.

The National Rural Access program has been being substantially supported by International Development Association IDA, Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors.

The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million.

Job Summary

The Quality Assurance/ Quality Control Engineer will contribute to delivering key outputs of the National Rural Access Project (NRAP) in terms of supporting the number of kms of road built and technical capacity development. Duties will include providing technical assistance and overall supervision/monitoring of
The construction works including coaching/guidance of ARAP/MPW engineers and private Afghan construction companies.
Under the overall technical guidance of QA/QC Coordinator for MPW, the Quality Assurance/ Quality Control Engineer is responsible for providing an appropriate level of technical assistance, supervision, quality control and mentoring ARAP MPW Engineers (and local contractors) in contract management, technical supervision of works contracts in the provinces covered by the Region.

Duties and Responsibilities

 Work in close collaboration and coordination with ARAP/MPW field staff and also liaise closely with Provincial MPWDs (MPWDs), and other national stakeholders and NGO’s working in the region;
 Supervise the preparation and implementation of the physical works. This includes the survey, design, mobilization of contractors, site & quality control of the works;
 Review detailed surveys and design work for the ARAP road rehabilitation projects prepared by ARAP/MPW Engineers;
Assist ARAP/MPW Engineers in preparing bill of quantities and cost estimations in site.
 Monitor and evaluate contractor performance during the course of contract execution, for subsequent ranking and updating of contractors registers;
 Prepare documents for supervision and quality assurance of contracts, including issuing and recording instructions, variations to contractors, and for recording and reporting on physical and financial progress;
 Assist the ARAP /MPW Engineers to initiate briefings for the contractors before commencement of the works to explain the contractual obligations of both parties (client and contractor); the expectations of the client with regard to quality and timely completion of the works; the requirements for proper supervision and quality assurance and certification and payments for work complete;
 Review, and provide technical assistance in the preparation of implementation schedules for ARAP/MPW works contracts in the region. Monitor and report on contractor and ARAP/MPW Engineers’ progress against the agreed implementation schedules and make recommendations measures to improve performance;
 Carry out regular supervision missions to each of the project sites and undertake detailed measurement of physical works including on-site materials testing and collecting samples for submission of materials to the Lab
 Provide guidance/coaching to ARAP/MPW Engineers and the contractor to improve performance and quality of the works. Prepare a detailed quality assurance report for each supervision mission and use reports as the basis for consolidated monthly progress reports to the QA/QC Coordinator;
 Provide advice to ARAP/MPW Engineers on technical issues on ARAP/MPW projects as they arise;
 In cooperation with ARAP/MPW Engineers, prepare and issue Payment Certificates to contractors;
 Monitor performance and costs related to contract/project activities. Assist the ARAP/MPW Engineers to follow-up and ensure actual payments are timely;
 Ensure that records and statistics related to employment creation for local residents are maintained and reported by the contractor and the ARAP/MPW Engineer;
 Participate and assist in missions related to project review and evaluation.
 Participate in the preparation and implementation of seminars and training courses related to improving contractor performance;
 Perform and other duties deemed necessary by the QA/QC advisor and Management

 Monitor the regional activities in accordance with a regional activities work plan especially in project implementation, time passed progress, quality control progress, physical progress, financial progress and employment generation progress.
 Preparation and submission of QA/QC monitoring reports for each field mission carried out.

4. Final Product
 Hand over the final product to MPW representative at regional level through Final Sub-Project Completion Report.
ARAP-NRAP/MPW projects are in full compliance with NRAP(project requirement)
Project complete as per contract documents.
Project delivery as per time schedule, budget and specification


B. Sc degree in Civil Engineering is required
Previous work experience representing his/her employer in coordination forums
At least 5 years’ experience in technical field of QA/QC.
