The Government of Afghanistan has received a grant from the World Bank toward the cost of the proposed Afghanistan Rural Access Project (ARAP) under National Rural Access Program (NRAP). NRAP is a priority program of Government of Afghanistan. Ministry of Public Works (MPW) is the implementing agency for secondary roads under the proposed project.

The proposed project will provide access to rural communities throughout the country and will quickly restore economic activities though employment generation and access to markets, business opportunities and access to other social services. The Project comprises of different activities e.g. Improvement of rural secondary roads, construction of bridges, rural roads maintenance and institutional strengthening.

ARAP aims to enhance human security and promote equitable economic growth by ensuring year round access to basic services and facilities in rural Afghanistan by promoting local productive capacity, through a private sector led development of physical rural access infrastructure and employment creation for the poor. In doing so ARAP seeks to rehabilitate, reconstruct and maintain essential rural access infrastructure using appropriate labor based approaches thereby creating short term employment opportunities for the rural poor, nation-wide.

The National Rural Access program has been being substantially supported by International Development Association IDA, Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors.

The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million.

Job Summary

Under the overall guidance of the Contract Manager, the Contract Engineer is responsible to provide end-user support to ARAP-MPW located within Kabul Head office. The position is responsible to provide effective support to Contract Management Unit, Region Offices & Contractors for successful implementation of road project within budget & timeframe.
Contract Management Unit has divided the unit’s tasks per Region to each Contract Engineer working within Contract Management of National Rural Access Program (NRAP).

Duties and Responsibilities

To assist Regional Offices on contract implementation as per signed agreement and coordination with contractors for any disputes.
To ensure the performance guarantees, Advance payment guarantees are valid and up to date
To ensure the company does not incur unnecessary loss of contribution due to non-chargeable costs.
To Participate in pre-start meeting during contract award stage.
To check payments received from regions (Secondary Road & Bridges of Japan Funded Subprojects) of NRAP-MPW Subprojects.
To prepare Time Extension and Variation Order based on General Condition of Contract 44. Compensation event and Project Manager’s recommendation report/ Delay analysis.
To ensure that the documents received for enquiries is sufficiently detailed to allow the efficient processing of the payments, time extensions and variation orders.
To process invoices in accordance to contract terms with the established procedures for work done as per site measurement certified by Project manager.
To maintain an accurate and complete file record of all calculations, material lists, costing, drawings, correspondence and purchase orders.
To conduct meetings with contractors and issuing warning letters for slow progress at site.
To communicate with contractors through phone calls and emails regarding Problems, Slow Progress and claims.
To update the Contract Management Information System for new entries, missing data, monthly physical progress and financial progress.
To coordinate and follow up with Monitoring Unit, Construction Manager, QA/QC Unit, PSU and PIU-Finance on payments processing to contractor’s account.
Keen to be involved in activities that are assigned by immediate supervisor and top management of NRAP program.
Implement the contract as per contract clauses of world bank procurement procedure
Monitor the contract progress as per submitted work plan.
Review and process contract payments certified by Project Manager


• Ability to research and apply laws, regulations, and policies as per World Bank procurement procedures.
• Knowledge of the principles, techniques, methods, and procedures of World Bank & Government contracting to post-award procurement actions where the actions are well defined and well patterned.
• Knowledge and skill sufficient to monitor the progress of contractors contracts; to advise contractors regarding contractual requirement limitations;
• Knowledge and skill sufficient to coordinate requests for deviations from contract specifications; to review payment requests; and to recommend approval payment or withholding of partial or final payment


Bachelor's Degree in civil Engineering
At least 4 years work experience in a similar position in a large organization.
Experience with UN or international organization would be distinct advantage
