The Government of Afghanistan has received a grant from the World Bank toward the cost of the proposed Afghanistan Rural Access Project (ARAP) under National Rural Access Program (NRAP). NRAP is a priority program of Government of Afghanistan. Ministry of Public Works (MPW) is the implementing agency for secondary roads under the proposed project.
The proposed project will provide access to rural communities throughout the country and will quickly restore economic activities though employment generation and access to markets, business opportunities and access to other social services. The Project comprises of different activities e.g. Improvement of rural secondary roads, construction of bridges, rural roads maintenance and institutional strengthening.
ARAP aims to enhance human security and promote equitable economic growth by ensuring year round access to basic services and facilities in rural Afghanistan by promoting local productive capacity, through a private sector led development of physical rural access infrastructure and employment creation for the poor. In doing so ARAP seeks to rehabilitate, reconstruct and maintain essential rural access infrastructure using appropriate labor based approaches thereby creating short term employment opportunities for the rural poor, nation-wide.
The National Rural Access program has been being substantially supported by International Development Association IDA, Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors.
The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million.
The Procurement Assistant works under the overall guidance and supervision of the Head of Procurement. He/she is responsible to effectively and proactively manage the procurement of goods non-works and services for the portfolio of NRAP/MPW programs, ensuring compliance and adherence to NRAP rules and regulations.

Duties and Responsibilities
Assist the procurement sub unit (Goods/Services) in the preparation of procureemnt documentations such as NCB Post/Prior EOI, RFP and ITBs and as well as evaluation of cases,
Responsible for the (PMS) procurement plan trucking sheet
Responsible for the Emergency Shopping Small works- Goods and Services cases
Assist the Head of Procurement with maintaining archives with respect to World Bank and UNOPS Procurement, and financial rules and regulations
Draft correspondence related to procurement matters Assist the Head of Procurement in the preparation of submissions.
Actively work with clients to exchange information on a variety of procurement process and transaction issues to deliver correct and timely services.
Assist the Head of Procurement with maintaining up to date Manuals and Policy documents relating to Procurement matters.
Assist the Head of Procurement with the effective and efficient archiving of all completed Procurement Documents.
Distribute/collect letters to the interested companies/Bidders (clarification letters, clarifications received, documents etc) under Head of Procurement guidance.
Keeps the evidence of the received documents for Procurement Section within a reliable and quick tracking filling system.
Assist the Head of Procurement in arranging some meetings: book the meeting room, prepare the room, escort the companies representatives;
Demonstrate behaviour of professional and personal ethics, transparency and openness, to gain respect and similar behaviours of colleagues in the workplace.
Manage Filling System for all documents
Any other tasks assigned by Head of Procurement and Procurement Manger with the related tasks of Procurement.
• Ability to manage multiple work to ensure achievement of PDOs related to procurement Unit.
• Excellent interpersonal and communication skills, both verbal and written.
• Advanced verbal and written English skills, both verbal and written.
• Intermediate computer skills (MS Office, Windows XP pro, Access, networking.
• Bachelor Degree In Business Management Or Economy; or Baccalaureate with 4 years of related experience

o Bachelor with at least 2 years’ experience in the related field (Procurement).
o Baccalaureate with at least 4 years’ experience in the related field (Procurement).
