The Government of Afghanistan has received a grant from the World Bank toward the cost of the proposed Afghanistan Rural Access Project (ARAP) under National Rural Access Program (NRAP). NRAP is a priority program of Government of Afghanistan. Ministry of Public Works (MPW) is the implementing agency for secondary roads under the proposed project.

The proposed project will provide access to rural communities throughout the country and will quickly restore economic activities though employment generation and access to markets, business opportunities and access to other social services. The Project comprises of different activities e.g. Improvement of rural secondary roads, construction of bridges, rural roads maintenance and institutional strengthening.

ARAP aims to enhance human security and promote equitable economic growth by ensuring year round access to basic services and facilities in rural Afghanistan by promoting local productive capacity, through a private sector led development of physical rural access infrastructure and employment creation for the poor. In doing so ARAP seeks to rehabilitate, reconstruct and maintain essential rural access infrastructure using appropriate labor based approaches thereby creating short term employment opportunities for the rural poor, nation-wide.

The National Rural Access program has been being substantially supported by International Development Association IDA, Afghanistan Reconstruction Trust Fund (ARTF) through the WB in Afghanistan and several other contributing donors.

The Afghanistan Rural Access Project (ARAP) is follow-on project to the series of Bank’s supports made in the last ten years to the government through National Rural Access program. The collective estimated cost of the project is US$ 332 million contributed by both IDA US$125 million and ARTF US$ 207 million

Job Summary

Under the supervision of the Head of Technical Section, the Hydraulic Engineer will provide assistance, supervision and mentoring to NRAP/MOPW Engineers in all aspects of MOPW’s projects. The Hydraulic Engineer will have a sound knowledge of water effects on flood plains, ground and surface runoff, and precipitation, in order to providing analysis and modeling.

Duties and Responsibilities

• Prepare the methodology of hydrological analysis and report preparation
• Prepare hydrological analysis and report for bridge and road projects
• Analysis of watershed runoff, channel analysis, floodplain delineation, erosion and sedimentation analysis, statistical analysis for flood frequency, and ground water and reservoir system analysis and modeling.
• Analysis and prepare hydrological report based on the available data from site and USGS resources
• Review and check the contactors’ hydrological analysis and report
• Give instruction to contractor for preparing the hydrological analysis and report
• Ensure the contractor’s hydrological analysis and report meets with standards
• Prepares written and oral reports, and makes suggestions and recommendations for inclusion in reports on hydrological study findings.
• Carries out hydrology-related study procedures for assigned projects
• Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results.
• Scour depth analysis and calculation of the structures foundations.
• Perform any other duty in line with these ToR’s as required by the Head of Technical Section
• Prepare the methodology of hydrological analysis and report preparation
• Prepare hydrological analysis and report for bridge and road projects
• Contribute as necessary to the terminal report for MOPW, Highlight remaining challenges and propose solutions.
• Produce sound analytical and modeling reports
• Provide sound designs for the road and bridge design engineers

Skills

• Experience with AutoCAD is desirable
• Expertise in stochastic and catchment hydrology
• A good basic knowledge of probability theory and statistics
• Experience in GIS applications
• Be a good mentor, capable of working with others in a participatory and capacity building manner.
• Ability to achieve goals and meet deadlines while working on multiple tasks
• Highly motivated and self-directed in advancing complex projects
• Ability to gather, understand, and critically analyze relevant hydrological data from all available sources
• Have good analytical, writing, and communication skills.
• Experience working with Flo-2d, HEC, HEC 1, HEC RAS, HEC-GEORAS, HEC-HMS, Flow Master, Global Mapper and Storm CAD with Flo-2d, HEC, HEC 1, HEC RAS, Flow Master, Global Mapper, AutoCAD and Storm CAD
• Should provide the GIS specialization in addition to providing water modeling and hydrology design services
• Knowledge of MS Office.
• Willing and ready to travel extensively to visit project sites

Qualifications

Master’s Degree in Water Resource Engineering or Civil Engineering specializing in Hydrology with associated professional experience.
• A minimum 5 years of progressively responsible experience in Hydrology Engineering
• At least 1 year professional experience doing water modeling and experience working with Flo-2d, HEC, HEC 1, HEC RAS, HEC-GEORAS, HEC-HMS, Flow Master, Global Mapper, HEC, HEC 1, HEC RAS, Flow Master, Global Mapper
• Will be working with a team of senior road/bridge design engineers providing the GIS specialization in addition to providing water modeling and hydrology design services
