It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Job Summary

The Associate Project Analyst will review the procurement documents including recruitment of individual consultants and consulting firms, check and process invoices and withdrawal applications. In addition, he/she will provide statistical and analytical support to the functions of portfolio management, particularly in the transport sector. The incumbent will report to designated International Staff and senior National Staff.

Duties and Responsibilities

 Contributes to the preparation of project administration manual (PAM) by gathering and consolidating data for the appendices, and preparing a draft on various sections, for example, project description/scope, project cost, loan allocation, procurement, loan covenants, etc.

 Prepares and updates monthly individual project performance reports (PPRs) for loans and grants outlining all the required details, for example, project description/scope, the status of implementation, developments, major problems, actions taken/proposed, and participating in the Departmental PPR meetings when needed. Follow up on the proposed actions with implementing and executing agencies.

 Prepare various reports and compiles data and statistics on contract awards and disbursements for the assigned projects for the Department and Management. Monitors and analyzes the actual contract awards and disbursements against targets to identify shortfalls and their underlying causes, and follows up these matters with the implementing agencies. Guide and support project management office (PMO) staff, specifically those in finance and procurement departments, on ADB’s procedures and guidelines.

 Participates in various project processing and implementation missions such as inception, review, mid-term mission, and project completion report missions. The position will be assisting the mission in collecting data on contract awards and disbursements, reconciliation of project accounts, compliance with loan covenants, in familiarizing implementing agency (IA) and executing agencies (EA) with ADB's loan procedures and assisting them where necessary in the preparation of various reports and applications.

 Maintains records needed to monitor compliance with loan and technical assistance (TA) covenants, follows up outstanding obligations of the IA and EA such as the submission of financial statements, monthly and/or quarterly progress reports, and Project Benefits Monitoring and Evaluation (PBME) implementation; and inputs data on the status of such compliance into the Project Administration Systems (PAS).

 Contributes to the review of various documents, for example, bid documents, bid evaluation report, contract awards-related documents/reports. Drafts various papers and reports needed for project implementation and technical assistance proposals; and correspondences as required.

 Administers all activities necessary to process disbursement claims by reviewing withdrawal applications, following up submission, preparing required correspondence and re-estimating project costs and ADB's commitments and financing percentages.

 Maintains records on and monitors the status of Division's economic, thematic, and sector work.


• Suitability to undertake the responsibilities mentioned above at the required level.
• Bachelor’s degree in engineering, business administration, economics, public policy or any other relevant fields.

• Minimum of five years of relevant professional experience in analytical works such as financial management, human resource management, procurement, project administration, project management or contract management.
