Governmental officeThe Ministry of Public Works (MPW) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Public works.

Duties and Responsibilities

• The incumbent for Procurement Technical Assistant is to provide assistance in advisory, managerial, development and implementation functions activities.
• Provide technical advices related to procurement planning, reporting and other ongoing and planed activities.
• Assist the department in managerial activities as an assistant to procurement department.
• Responsible for managing, supervising and organizing all resources within defined boundaries for procurement department.
• Have knowledge of provision and arrangement of Afghan procurement laws and policies.
• Providing professional and technical advice to procurement director and other higher management related procurement activities.
• Maintain coordination with all departments in such a functions as biddings, meetings, projects follow up and etc.
• Revision and analyze all technical documents, data and prepare short report to the director of procurement.
• Establish and maintain coordination between MoPW procurement department and Afghan National Procurement Authority to follow up on projects and other impotent issues.
• Support tem in collecting or providing data for preparing of strategic plans of procurement dependent.
• Develop documents, lead and support implementation of approved standardized processes for requirements development, procurement, contract administration of goods, equipment, materials, services, and works.
• Provide accurate, up-to-date and comprehensive information are maintained to assist decision-making.
• Have knowledge of procedures to advise procurement director in project deliveries, procurement of goods and etc.
• Provide technical assistance in preparing of contracts in accordance to Afghan government and international donor’s procurement procedures.
• Assist the director of procurement in proper due paperwork including purchasing process, Bid analysis, Goods receiving notes, Payment and etc.
• Provide technical assistance in preparing of tender documents, announcements, conduct supplier orientation meetings on tenders, and ensure appropriate tender delivery and receipt to gather with team.
• Monitor, track and expedite all procurement activities and delivery status.
• Ensure transparency, competitiveness and integrity of the procurement process under Afghanistan procurement Law.
• Maintain an accurate soft and hard copies of procurement documents; ensure proper procedures are followed for all procurement documentation filing system
• Any of the duties as required by higher authorities in accordance with laws, regulations and objectives of the ministry/Procurement Directorate
• Any other assignment as required by the supervisor.

• Excellent Computer skills in operating MS Windows and MS Office programs.
• Proficiency in MS Excel, Word, PowerPoint and MS project.
• Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)
• Excellent interpersonal Skills
• Self-discipline, integrity and ability to work under pressure to meet tight deadlines.
• Excellent Computer skills in operating MS Windows and MS Office programs.
• Demonstrated ability to training and build capacity of department staff.
• Proven organizational, negotiation and problem solving skills.
• Excellent communication skills (both oral and written).
• Self-discipline, integrity and ability to work under pressure to meet tight deadlines.

• NTA (3) Three years’ relevant experience with bachelor’s degree in business administration & Economics or related
• Proven background in similar positions.
• Must have relevant technical knowledge.
