About ( Ministry of Agriculture) AAIP Project
Building on the Agriculture Master Plan, the Government of the Islamic Republic of Afghanistan (GoA) in collaboration with its development partners has defined a number of appropriate priorities for agricultural investments and policies under the National Agricultural Development Framework (NADF). In order to increase farmers' incomes and improve the food security situation, the GoA is giving foremost attention to strengthening of the agricultural production base. In this respect the government has asked the World Bank for assistance in strengthening agricultural input supply Systems. Specifically, the GoA has requested the World Bank for assistance in the preparation of the Afghanistan Agriculture Inputs Project (AAIP) that will consist of the following four components: (i) Improve seed production and certification; (ii) Establish infrastructure and policies regarding quality control and safe use of fertilizers and agrochemicals; (iii) Improve input delivery systems; and (iv) Establish efficient project management, implementation and coordination mechanisms.
The development objective of AAIP project is to increase adoption of improved crop production technologies through expanding development of certified seeds and improving access to agricultural inputs of reliable quality.
He/she will work under the direct supervision of National Plant Protection Coordinator and MAIL/PPQD Director and will confirm the level of nutrients such as NPK in the prescribed samples of fertilizer.

Duties and Responsibilities
Standardization and operation of newly procured fertilizer analytical equipment like (Spectrophotometer) Atomic Absorption Spectrophotometer etc.
To develop / adopt and standardize fast and correct methods / Protocols for sample Collection, Preservation, extraction, clean- up and analysis of different unknown / known fertilizer of different types from different stores.
Reporting the purity and nutrient contents of the tested fertilizer samples as compared to prescribed standard
Maintenance and minor trouble – shooting of the equipment to keep them functional.
preparation of a Fertilizer Training Plan and training materials covering the salient aspects of Fertilizer Procedures / Fertilizer Law for the fertilizer traders, handlers, sample collections, inspectors and users.
Assist the International Consultant in conducting training on different aspects of organic fertilizers, bio- fertilizers, bio- compost, integrated plant nutrient system (IPNS) for the fertilizers, traders, handlers, sample collectors, inspectors and users.
Preparation of monthly, quarterly and annually reports for all sample tests conducted in Fertilizer Quality Analysis Lab
Any other task assign by Project Director or Lab supervisor.
Travels to Provinces

Expertise in the use of Fertilizer analytical equipments
Familiarity with the fertilizer formulation according to the prescribed standards
Excellent communication and training delivery skill
Willing to work in difficult and challenging circumstances
Good knowledge of computer (MS Word, MS Excel and MS Power point)
Good knowledge of safety measures from the exposure of hazardous chemicals
Proficient in English, Pashto and Dari, in speaking, reading and writing
Able to work independently
Master degree in Agriculture – chemistry, preferably with specialization in fertilizer. or B.Sc. in Analytical Chemistry / Chemistry / Soil Science.
Experience of 3 years with M.Sc. and 5 years with B.Sc. in Fertilizers or fertilizer analysis.
