About ( Ministry of Agriculture) AAIP Project
Building on the Agriculture Master Plan, the Government of the Islamic Republic of Afghanistan (GoA) in collaboration with its development partners has defined a number of appropriate priorities for agricultural investments and policies under the National Agricultural Development Framework (NADF). In order to increase farmers' incomes and improve the food security situation, the GoA is giving foremost attention to strengthening of the agricultural production base. In this respect the government has asked the World Bank for assistance in strengthening agricultural input supply Systems. Specifically, the GoA has requested the World Bank for assistance in the preparation of the Afghanistan Agriculture Inputs Project (AAIP) that will consist of the following four components: (i) Improve seed production and certification; (ii) Establish infrastructure and policies regarding quality control and safe use of fertilizers and agrochemicals; (iii) Improve input delivery systems; and (iv) Establish efficient project management, implementation and coordination mechanisms.
The development objective of AAIP project is to increase adoption of improved crop production technologies through expanding development of certified seeds and improving access to agricultural inputs of reliable quality.
He/she will work under the direct supervision of National Plant Protection Coordinator and MAIL/PPQD Director and will perform conventional, bio-chemical and molecular techniques require in diagnosis of plant infecting Bacteria in crops and seeds etc.

Duties and Responsibilities
Preparation of bacteriological media for the isolation of plant pathogenic bacteria from the suspected sample
Perform various bio-assay, biochemical and molecular tests/activities like Gram staining, Catalase, PCR, ELISA etc for the confirmation and diagnosis of bacteria
Establishment and sustaining of Bacterial culture bank in lab
Cooperation with International Plant Bacteriologist working in Plant Bacterial Diseases testing lab located at BadamBagh.
Record keeping of all sample tests conducted on Plant Bacteria for detection/ diagnosis in lab
Preparation of monthly, quarterly, and annually reports for all sample tests conducted in lab using various techniques.
Preparation of booklet on control of important bacterial diseases in various crops and fruits of Afghanistan in co-operation with the International Plant Bacteriology
Guide farmers to control/manage the fungal disease in crops and fruits and vegetables
Proper disposal of the infected samples after the lab analysis
Any other task assign by Project Director or concern coordinator.
Travels to Provinces
Require Travels to Provinces
Familiarity with bio-assay, biochemical and molecular methods use for detection/diagnosis of bacteria in the sample
Have expertise in isolation and purification of bacteria in various growth media
Excellent in scientific report writing and reporting to the concern agency
Knowledge of bacterial diseases of fruits, crops and vegetables in considering the Afghanistan Agriculture condition
Courteous and excellent communication and inter personal relation skills.
Knowledge of selection, handling of equipment and chemicals required in plant bacteriology lab
Good knowledge of computer (MS Word, MS Excel and MS Power point)
Proficient in English, Pashto and Dari, in speaking, reading and writing
Willing to work in difficult and challenging circumstances
Able to work independently
Master Degree in Bacteriology -Plant Pathology with minimum of 3 years working experience in the area of Detection and Diagnosisof bacterial diseases incrops, fruits and seeds will be preferred. or
B.Sc (H) in Bacteriology -Plant Pathology with minimum of 5years working experience in the aforementioned area
