Senior NOSS and Curriculum Development Specialist



The Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD), is the leading Afghan Government mandated Ministry responsible for supporting and managing the needs and concerns of the Afghan citizens in labor affairs, social protection and welfare, and creating conditions (including policy development) that pave ways for balanced and sustainable welfare improvements in the country, including measures and effective service delivery in employment-intensive development paths.

Sustainable welfare improvements require widespread participation of the working-age population in productive work; however, the existing security challenges may limit the emergence of a private sector-led and employment-intensive economic development path. Therefore, the Government of Afghanistan continues to explore options and methods that may improve labor market efficiency and outcomes even under conditions of sustained security concerns.

MoLSAMD with support from the UNDP, are pursuing the “Support Afghanistan Livelihoods and Mobility (SALAM)” project designed to enable the MoLSAMD to carry out the implementation as well as a wider and rewarding social impact through execution SALAM project.
Under the National Implementation Modality (NIM) of UNDP, the Support to Afghanistan Livelihoods and Mobility (SALAM), is a joint program of UNDP, ILO and UNHCR in collaboration with the Ministry of Labour, Social Affairs, Martyrs and Disabled (MoLSAMD), to support the government of the Islamic Republic of Afghanistan (GoIRA) in developing comprehensive, coherent and integrated national and sub-national policy and institutional approaches for enhancing livelihoods in a time of crisis and protracted conflict.

Job Summary

The Senior NOSS and Curriculum Development Specialist develops NOSS, Curriculum, trainee portfolio, competency based Learning and Instructional Materials, assessment tools and provide the overall technical oversight and guidance to the implementation of them and ensure effective and efficient training delivery. Part of his/her responsibility will be to contribute in the identification of priority trades for various sectors.

Duties and Responsibilities

 Plan for the development of National Occupational Skills Standard (NOSS) and Competency Based Curricula, Written Instructional Material, Trainee portfolio and Assessment tools;
 Identify skill areas to be developed into National Occupational Skills Standards (NOSS) from private and governmental organizations, industry, professional body, TVET providers, NGOs etc.;

 Organize DACUM sessions of panel of expert workers;
 Develop NOSS in line with the Afghanistan National Qualification Framework (ANQF);
 Develop Curricula, Written Instructional Material, Trainee portfolio and Assessment tools based on NOSS;
 Organize and conduct Training of Vocational Trainers (TVT) workshops on the introduction of competency based training curricula, training outline, Learning and Instructional Materials, lesson plan, trainee portfolio, training methodology and pedagogy for the project TPs and other TVET providers as required;
 Engage in effective coordination with stakeholders and direct beneficiaries, including the private sector, and local communities;
 Provide technical support to DG-Skills in order to increase capacity to provide demand driven TVET;
 Schedule and lead regular meetings with Stakeholders and local and international partners regarding training design, development, and implementation;
 Manage and facilitate training of vocational trainers on CBT approach and methodology and provide ongoing support to trainers for improved training facilitation.
 Contribute to monitoring and evaluation of training activities as required;
 Develop indicators to measure training progress and effectiveness;
 Coordinate with VTCs leadership to adapt training materials based on feedback from trainers, participants;
 Encourage local enterprises to engage with the training centers; promote dialogue between the local industry and training providers to develop partnerships in skill development according to the local needs of the industry;
 He/she will ensure the quality and timely delivery of all outputs
 Contribute to team efforts by undertaking additional tasks and responsibilities as requested;
 Perform any other related tasks requested by management.

Qualifications and skills
 University degree (preferably at Master’s level) in Technical Vocational Education and Training (TVET), Curriculum Development, Education, Business Administration or related field;
 Excellent organizational and coordination skills;
 Fluency in English language as well as excellent ability to read, write and speak in Dari or Pashto;
 Excellent reporting and presentation skills;
 Computer literacy
 Strong communication, facilitation, analytical and writing skills;

Professional experience
 Minimum professional experience of 7 years for Bachelors and 5 years for masters in the area of TVET, training designing and implementation, curriculum development or assessing technical and vocational training and education programs;
 Prior experience as Trainer in national, international or private organizations;
