Senior TVET Specialist for DG Skills Development



The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Job Summary

The scope of duties of the Senior TVET Specialist will cover all TVET related activities under the DG Skills Development.

The Senior TVET Specialist will be responsible for i) Review and analyze the TVET related documents ii) Providing capacity building support to VTCs management directorate in development concepts, proposals, plans iii) Review/Assess and improve the existing regulation and procedural documents of VTCs management directorate.

The Senior TVET Specialist will work under the overall responsibility of VTCs Management Directorate.
Initial duration of the assignment will be for 7 months with 3 months probationary period and possibility of extension based on satisfactory performance and availability of budget. This will involve the following activities:

Duties and Responsibilities

a. Collect and review TVET related research and strategic documents and providing specific recommendations for key interventions in the subject area.
b. Providing capacity support to VTCs management directorate in developing concepts and proposals for vocational training and VTCs management
c. Close coordination will relevant departments in development concepts and proposals in the subject area.
d. Capacity of assessment of VTCs management directorate and providing capacity building support accordingly.
e. Capacity assessment of the all VTCs and providing capacity building support to VTCs management directorate for efficient and effective operationalization of the VTCs.
f. Review and improve existing TVET regulations and procedurals documents of VTCs management directorate.
g. Assess the existing registration mechanism of TVET providers and work on improving the registration mechanism.
h. Developing a practical post-employment support mechanism.
i. Developing a practical TVET quality assurance mechanism.
j. Providing advisory support to VTCs Management directorate on all TVET related activities.
k. Review and feedback on all labor affairs strategic documents, laws and regulations.
l. Preparing required documents for participation in seminars and conferences.
m. Perform other duties as may be assigned by the supervisor.

Travels to Provinces

Require Travels to Provinces


a. Bachelor Degree in Economic, Business Administration, Public Policy or any other related field with 7 years relevant experience or Master Degree Economic, Business Administration, Public Policy or any other related field with 5 years relevant experience.
b. Excellent interpersonal, analytical, negotiating skills.
c. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.
d. Training and/or capacity building skills
e. Presentation skills
f. Experience working with UN Agency or Non-Governmental Organization ( NGO)
