Web Development Specialist



The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Job Summary

The scope of duties for incumbent covers all responsibilities for creating websites that engage current and potential audiences in order to enhance NSDP’s online presence with in-depth understanding of technical applications and services as well as the artistic talent to create a visually appealing website.

The Web Development Specialist will be responsible for combination both technical expertise and artistic talent to create attractive and functional website. The incumbent will work under the overall responsibility of Program Director.
Initial duration of the assignment will be for 7 months with 3 months probationary period and possibility of extension based on satisfactory performance and availability of budget. This will involve the following activities:

Duties and Responsibilities

a. Proven working experience in web programming
b. Creating reliable and high performing applications and services
c. Ability to coding in a variety of computer languages, such as HTML or Java, CSS, HTML, PHP and JavaScript skills (knowledge of PHP would be a definite bonus)
d. Basic database administration skills for MySQL, Access and SQLSERVER
e. Expert-level understanding of Flash and ActionScript for programming
f. Expert with the Adobe Creative Suite
g. Adequate knowledge of relational database systems, Object Oriented Programming and web application development
h. Debugging and fixing error in existing projects
i. A solid understanding of how web applications work including security, session management and best development practices
j. Basic Knowledge of Search Engine Optimization Process
k. Excellent multimedia content development abilities
l. Basic knowledge of content management system.
m. Knowledge of MVC pattern especially Laravel
n. Excellent knowledge of bootstrap and JQuery or other client based language like, Angular

Travels to Provinces

a. Bachelor Degree in computer science, informatics, software engineering, web design and development or any other relevant subjects with 5 years relevant experience.
b. Learning and testing new technologies, frameworks and languages
c. Effective communication and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials and consultants.
d. Strong team management skills
e. Experience of managing multiple projects simultaneously
