Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.-

Job Summary

• Responsible for strategic project conceptualization, planning, implementation and management under Women Empowerment theme, ensuring quality supervision and project delivery.
• Lead overall Women Empowerment Department in line with DACAAR policy.
• Contribution to synergy, linkages and integration other humanitarian and developmental themes of DACAAR to ensure maximum impact.
• Contribute to strategy and policy development of DACAAR.
• Ensure networking with key stakeholders (I/NGOs, Government etc.) at national and provincial level to ensure high impact of the programme.
• Ensure High level of team work, coordination for effective delivery of the programme.
• Strategically Support Gender Mainstreaming to other thematic areas in coordination with MoWA policies.
• Facilitate and build capacity of WE staff based in main office and regional/field offices.

Duties and Responsibilities

Responsibilities:
Specific Tasks and Responsibilities:
• To ensure that all Women Empowerment Project related activities are implemented according to the guidelines and plans.
• Prepare, review and analyze reports, to timely address project challenge and risk and feed it back to line management, Donor or other parties and update various offices and departments as required pertaining to the Women and or geographical areas.
• Checking the feedback of CBO (Community Based Organization), CDCs (Community Development Councils), WRCs (Women Resource Centre) and DACAAR field staff and analyze it and consider the relevant points in the next project planning and implementation
• Ensure WRCs, WDSC (Women Development Social Collective) are growing in according to the plan and in line with guidelines.
• Provide programmatic and technical support to project team that will help effectively deliver the Women Empowerment Projects.
• Provide inputs for preparing proposal(s) for extension and/or new women projects contract and DACAAR’s intervention.
• Responsible for development and management of the Yearly Plan of Operation (YPO) for WE thematic area in cooperation with finance and operations.
• Manage all aspects of Project Management (including financial monitoring) and perform regular budget checks, phasing, under spend and overspend against programme implementation plan.
• Participate and contribute in all management/ strategy development workshops to integrate women issue.
• Manage the day to day issues that arise in the main office and field related to Women Empowerment Projects.
• Ensure procurement of any items needed under contract for Women Empowerment Project facilitation.
• Make field visits and investigate cases of problematic nature as seen out of the reporting system to ensure that all planned activities are implemented according to the action plan and provide necessary backstopping as required.
• Plan, manage, control, organize, and ensure high quality WE activities based on approved donor LFAs and activity matrix,
• To ensure that proper working conditions are secured for the female staff at field level
• Supervise, Monitor, support and train project staffs (especially for female) during the project implementation.
• To ensure close linkages between WE, NRM, SSED and WASH thematic areas with collaboration of Advisors and Specialists.
• Any other responsibilities assigned by supervisors.
Staff Management Responsibility
• Work closely with Women Empowerment team in developing, maintaining and assessing the progress against their work plans with necessary guidance in order to meet the key targets of the project plans.
• Improve and maximize the skills and understanding of field female community organization staff through hiring, coaching, training and supervising.
• Monitor related staff works e.g. Women Technical Senior Officer, Senior Social Organizer, and Social Organizers etc and accordingly provide feedback and encourage them for further improvement.
• Provide ongoing supervision, leadership and technical support and guidance to all WE Team/project staff & develop training and capacity building plans.
• Prepare staff appraisal for relevant Women Empowerment Project staff in accordance with DACAAR policy and HR instructions.



Networking Responsibility
• Maintain close communication and contact with all NGOs, Government and Donor at Kabul as well as sub-National level and make positive contributions towards the Women Program developments, and if necessary with the Provincial level as well.
• Represent DACAAR and participate in external forums, prepare reports and share with team and other thematic groups as and when required.

Qualifications

Education/ Qualification and Employment Benefits
Education: Bachelor Degree, (Masters’ degree is preferred).
Experience: 05 years’ experience in Project Management, Rural Development, and Coordination. Minimum 04 years’ experience working with NGOs/INGOs/Government involved specifically in Women Empowerment projects.
Experience of Team Management at least 03 years.
Other qualifications’ an advantage:
Managerial, team work and report /proposal writing skills, proven experience in managing diverse, multi-location and complex projects.
Languages: Pashto, Dari, and strong English, proven written and oral communication skills. Specifically report writing in English.
