IDLO works with partner Women’s Protection Center (WPCs) in Afghanistan to build their capacities aimed at improving the lives of the beneficiaries living in the WPCs. This allows for WPCs to improve their legal assistance to WPC clients, improve tracking of, and reporting on, cases through a special database, and incorporate new policies for security, confidentiality and media relations.

Duties and Responsibilities
Review and modify the assessment tools in close consultation with SAJA II Monitoring, Evaluation and Reporting unit;
Visit the offices and Women Protection Centers (WPCs) of Creating Resources for Sustainable Development Organization (CRSDo) and Organization for Research and Community Development (ORCD) in Kabul to conduct key informant interviews/focus group discussions with top management, staff and beneficiaries of WPCs;
Conduct interviews with members of ministry of Women’s Affairs (MOWA) and Directorates of Women’s Affairs (DOWA);
Analyze data and prepare a report highlighting the performance of each WPC on the operational areas ad identified by the SAJA II M&E team. The report should also include challenges at the WPCs and recommendations;
Finalize report, incorporating feedback from all relevant program stakeholders;
Present findings of the assessment to the SAJA II management and, if needed, to the management and staff of WPCS
• Knowledge and experiences of conducting interviews and Focus Group Discussions
• Demonstrated skills in quantitative and qualitative data analysis
• Excellent report writing skills in English
• Proven ability to work under pressure and changing situation in Afghanistan due to security
• Keen sense of ethics and integrity
• A university degree in Social Sciences, International Relations, Public Relations, Economics, Statistics, or related studies
• At least 5 years of experience in conceptualizing and conducting assessments including data collection, analysis and reporting.
• Fluency in Dari and English

IDLO is specifically looking for a woman consultant for this assignment since it requires meeting with women residing in the WPCs and the management. Men are not allowed to enter the WPCs.
