Programme Analyst


About UNDP Afghanistan

UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

Job Summary

Under the overall guidance of Deputy Country Director and direct supervision of the Head of the Governance Unit the Programme Officer is responsible for management of UNDP programme within the thematic/sectorial areas assigned. The Programme Officer analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

The Programme Officer may supervise and lead programme support staff, as well as coordinate activities of the projects' staff (as required). The Programme Officer works in close collaboration with the Head of the Governance Unit, operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Programme Officer will, on a daily basis, follow up with all key actors on implementation of Unit projects, provide the needed support to the programme and project teams to effectively carry out the activities in agreed work plan, and assist in timely reporting on programmatic and financial progress of the Governance Unit and related projects.

Duties and Responsibilities

) Helps ensure strategic direction of UNDP programme:

Analyze UNDP/UN policies and their implementation in the unit and advise programme team and related projects.
Advise on UNDP Afghanistan's engagement with governance and related issues, including monitoring developments and briefing senior management;
Provide technical and substantive support of Governance projects and related activities in the UNDP Country Office;
Take part in needs assessment processes that UNDP may initiate in this area.

2) Assists in building strategic partnerships and support to resource mobilization:

Develop and maintain close cooperation with key government institutions and relevant national and international stakeholders, other UN agencies, and the donor community;
Participate in relevant meetings to ensure plans, activities and resources are optimally coordinated with all partners and relevant programmes/projects;
Liaise with representatives of bilateral and multilateral agencies through informal networking/briefing and formal interaction such as participating in relevant donor thematic group meetings, consultative groups, etc.;
Participate actively in developing, and implementing activities supporting Government efforts in relation to governance;
Implementation of CO partnerships and resource mobilization strategies to achieve programme outcomes.
Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, civil society etc.;
Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donor priorities;
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
3) Provides quality advisory services and knowledge building and management:

Promotion of knowledge management culture and contributes to country office and corporate knowledge management;
Sound contributions to knowledge networks and communities of practice.

4) Provides assurance and oversight support to Unit Head and UNDP CO:

Effective application of RBM tools, reporting, and monitoring achievement of results;
Assistance in coordination of programme implementation with the executing agencies;
Coordination of planning, budgeting, implementing and monitoring of Governance Programme activities, and use of financial resources in accordance with UNDP rules and regulations;
Support in monitoring and analysis of the programme environment, recommending timely readjustment of programme as needed;
Participate in project implementation through discussions and correspondences as well as analysis of periodic project reports on activities, outputs, and outcomes;
Play a quality control role in ensuring appropriate use of Governance Unit funding, applying strict adherence to budgets, and prompt and accurate reporting on use of funds by projects and Governance Unit.

Bachelor’s Degree preferably in Government, Economics, Development, Political Science, Law, Public administration, or other related fields is required.
Master’s Degree in related fields is desired.

Minimum 2 years of experience with Bachelor’s degree in relevant field is required.
Relevant managerial experience with increasing responsibilities and track record performance working with International organizations, particularly the UN agencies/ UNDP is desired.
Experience of UNDP system operations and donor assistance in both normal development and post-conflict settings is desired;
Knowledge of UNDP’s Strategic Plan and Mission is desired.
Demonstrated experience in capacity building and design and/or implementation of reforms and organizational change is desired;
Strong political acumen and good verbal and written communication skills in English is required;
Demonstrated experience in working in multi-cultural teams is desired;
Excellent computer skills - MS office applications is required.

Fluency in English is required.
Fluency in Dari/Pashto is required.
