About Integrity Watch Afghanistan
Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan.
The mission of Integrity Watch is to put corruption under the spotlight through community monitoring, research, and advocacy. We mobilize and train communities to monitor infrastructure projects, public services, courts, and extractives industries. We develop community monitoring tools, provide policy-oriented research, facilitate policy dialogue, and advocate for integrity, transparency, and accountability in Afghanistan.
Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. It has approximately 100 staff members and about 500 active volunteers. The head office of Integrity Watch is in Kabul with provincial offices in Balkh, Bamyan, Herat, Kabul, Kapisa, Jawzjan, Nangarhar, Parwan, and Kuner provinces and programmatic outreach in many other provinces.
Integrity Watch’s work has three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Integrity Watch tries to encourage active citizenship and community mobilization through its programs. Our community monitoring work includes development of community monitoring tools, mobilizing and training communities to monitor infrastructure projects, public services, courts, and extractives industries.
Our research work is focused on policy-oriented research measuring trends, perceptions and experiences of corruption and covering wide range of corruption related issues including security and justice sectors, extractive industries, budget and public finance management, and aid effectiveness. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, bring to the public attention non-documented and non-explored issues.
The aim of our advocacy work is to enhance Integrity Watch’s pioneering role in advocating for knowledgeable decision-making and informed public debate on corruption and integrity. Our advocacy work includes facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We advocate for access to information; budget transparency, accountability, and participation; aid transparency and effectiveness; social accountability; and other issues related to anti-corruption.
Reconstruction Assessment Program (ReCAP) is an Integrity Watch program which focuses on assessment of infrastructure and development aid projects. At ReCAP, we perform independent engineering evaluations of on-going and completed infrastructure projects, operation and maintenance inspection of public facilities and impact assessment of national development projects.
ReCAP works closely with an U.S. government oversight agency in Afghanistan, SIGAR, to provide independent and objective audits, inspections and reviews of Afghanistan reconstruction efforts. In addition to this, IWA also manages the Construction Sector Transparency Initiative (CoST) establishment in Afghanistan. CoST aims to improve the value for money spent on public infrastructure by increasing transparency in the delivery of public sector construction projects.

Duties and Responsibilities
The primary role of Project Manager is to administer the SIGAR project at ReCAP. The responsibilities of Project Manager include but are not limited to the followings:
• Direct and oversee all engineering evaluations:
o Prepare and monitor quarterly inspections schedule
o Approve and submit (to SIGAR) the inspection tools and methodology, security assessment reports, daily site-visit reports, weekly inspections status table and site-visits schedule.
o Monitor progress of site-visits schedules
o Review compliance of team with activities plan, inspection procedures and security guidelines
o Oversee sound conduct of project documents study, engineering laboratory tests, data entry, defects analysis, report drafting and deliverables preparation
o Approve inspection reports and deliverables and submit them to Head of Program and Client
o Monitor addressing and incorporation of SIGAR comments and questions on reports and deliverables
• Perform overall project management:
o Administer human resources, procurement and contracting needs in consultation with the Head of Programs
o Manage project-specific business with government and other stakeholders
o Prepare financial plans and reports, and submit them to the client
o Administer project data security and archiving in a regular manner
o Review performance of project team and consultants
o Maintain healthy and professional relationships among project team
o Attend bi-weekly project review meetings with Head of Programs and SMT
o Attend all sort of meetings with SIGAR
o Ensure project delivery in a timely manner and with attention to quality
o Ensure that security and safety measures are considered during site-visits
o Carrying out any other related tasks assigned by Head of Programs
Travels to Provinces
Require Travels to Provinces
• Proficiency in English and national languages (Pashto and Dari) is a must
• Skilled in using computer programs including AutoCAD, Primavera and Microsoft Office
• Willing to travel to provinces (safe areas)
• Ability to work independently with minimal supervision and deliver on agreed timelines
• Integrity, punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines
• Good communication, interpersonal and analytical skills and team player.
• At least bachelor degree in engineering. A master degree in construction/engineering management is highly preferred
• A minimum of 3 years proven working experience in project management at national or international organizations; experience with U.S. funded public infrastructure projects is highly preferred
• Holding certification of Project Management Professional/Associate and other proven trainings in areas of management, finance, procurement and communication is highly desirable
