Job Summary

The Resident Engineer will work under the direction of the senior resident engineer and to liaise with the appreciate authorities for all affected utilities, review the traffic management plans. Maintain site records and monitor the contractor quality control procedures to ensure the works are executed in accordance with design, specification and standards. Assist land acquisition and resettlement activities and monitor the health and safety programs.

Duties and Responsibilities

(i) Liaise with the appropriate authorities to ensure that all affected utility services are promptly relocated.
(ii) Review the Contractor’s traffic management plans.
(iii) Carry out checks on the Contractor’s setting out and ensuring that the Works are carried out in accordance with the drawings and other design details.
(iv) Maintain full and detailed permanent site records including site correspondence, survey data, quality acceptance data, site diaries, measurement and certification, minutes of meetings and records of all other contractually relevant matters.
(v) Monitor the Contractors’ quality control procedures and laboratory testing and carrying out Independent testing as required.
(vi) Ensure that Works are executed in accordance with all provisions of the Contract, including those relating to standards of materials and workmanship, health and safety requirements and environmental protection requirements.
(vii) Measure the works, agree and certify interim and final payment certificates for submission to the Employer in consultation with the Team Leader, and assisting the Employer in preparing loan withdrawal documentation to ADB.
(viii) Maintaining regular estimates of the cost to completion and time to completion for the Contracts.
(ix) Reviewing the Contractors’ proposed program and technical recourses for routine, emergency and winter maintenance and provide training to EA staff who will take over quality control and administration of maintenance.
(x) Assist land acquisition and resettlement activities being undertaken by the Government and the provincial authorities in cooperation with the Resettlement Specialists.
(xi) Prepare, with the assistance of Environmental Specialists, environmental monitoring reports for inclusion in the quarterly and annual reports.
(xii) Monitor the implementation of the health and safety program on Site including the information and education campaign on sexually transmitted diseases including HIV/AIDS as required by the Contract.
(xiii) Ensure that no child labor is employed under the Contract.


 Must have extensive technical experience & required qualification in the field of project supervision.
 Must have the necessary social & cultural competencies, required for the assignment in Afghanistan.
 Must be fluent (speaking, writing skills] in English, Pashto and Dari.
 Ability to work effectively in teams as well as being a self-starter personality.
 Mobility and ability to work under time-pressure.
 Must be patient, diplomatic, and professional.
 Must have the flexibility to deal rapidly with numerous and often simultaneous problems which require a wide range of complexity and priorities.


 Bachelor’s degree in Civil engineering or equivalent and Master degree is preferable.
 At least 12 years’ experience or more with 5years’ experience in senior sire supervision roles for construction of major road projects.
 Extensive experience in the construction of flexible road or runway pavements.
 Proven experience in the management and coordination of large sire supervision teams.
 Experience working in cross-cultural environments.
 Strong leadership and management skills related to the project implementation:
 An excellent command of oral and written English is required.
