About Trans-Hindukush Road Connectivity Project (THRCP/MOPW)

1. General Background of Project / Assignment

Improving Afghanistan’s infrastructure is essential for accelerating economic growth and poverty alleviation. Despite very significant investment during the past decade, the country requires much additional investment in transport infrastructure to ensure basic service delivery and enhance the quality of life of its growing population, and also to reduce constraints on market access, regional trade and economic growth. The functioning of Afghanistan’s economy and the country's national integration depend to a large degree on reliable road connections across the Hindukush mountain range, which stretches from the northeast of Afghanistan to the center of the country and thereby establishes a physical barrier between the two key economic regions which are also the most highly populated areas.

The Government of Afghanistan has obtained funding of US$ 250 million from the World Bank (International Development Association – IDA) to develop, fund and help manage a project to ensure reliable trans-Hindukush connectivity. . This objective will achieve through (i) rehabilitation of the 86 km Salang Pass and development of the 152 km Baghlan to Bamyan (B2B) road to become a viable alternative to the Salang Pass, and (ii) to establish suitable arrangements for the management, maintenance and operation of those two roads. The objective of this project can only be achieved through an integral project which combines the above-mentioned elements.

The THRCP project is being delivered by a government led Project Management Team (PMT) and a new Construction Supervision Unit (CSU) has been set up to undertake site supervision of all associated contracts. In parallel, the client has also appointed an international Implementation Consultant (IC) team to provide oversight and support development and delivery of the project.

On behalf of MPW, the PMT THRCP project is seeking a qualified Senior IT Officer.

Job Summary

Purpose and Scope of Assignment

Under the overall guidance and supervision of the Operation Manager, Senior IT Officer is responsible to manage, lead, plan and develop ICT systems and processes in order to support the implementation of the portfolio of THRCP/MPW programs.

Duties and Responsibilities

Specific responsibilities and duties include but are not limited to;

• Provide assurance to project in the conceptualization, management and coordination of the design, implementation and maintenance of ICT systems, network and systems integration projects, with a particular focus on reliability, availability and security aspects of networks.
• Ensure adequate security measures exist to secure ICT resources including proper access control measures, specifically to database services, data repositories and internal ICT services
• Assure the Project on network and hardware design and maintenance as well as implement network and hardware projects for the Project office and provincial offices, including server hardware, email and security systems, business applications, collaboration tools, operating systems and other applications
• In coordination with the Operation Manager, draft plans and specifications for requisition of equipment and services related to networking, back-up, and redundancy and security systems
• Use network management and monitoring tools to prepare problem-analysis reports, resources utilization data, detect potential intrusions, suggest measures for network efficiency maximization and provide recommendations and reports for review and analysis
• Design and implement fully functional PBX telephone systems in the office of the project that inter-connect with remote locations as well as external parties and provide technical support and maintenance when required
• Develop protocols on the installation, maintenance, troubleshooting and upgrade of all ICT equipment, networks and systems
• Organize and deliver ICT trainings and workshops when necessary in relation to all technical implementation and operation of networks, infrastructure, communications and other systems
• Work collaboratively across a variety of business units to implement new technology, support existing, and at times do so after normal business hours.
• Monitor systems and network (LAN, WAN, VPN) and perform daily control of servers and data integrity tasks
• Run various services such as domain controllers, active directory, files server and group policy as well as establish active directory accounts and apply file share permissions.
• Establish relationship with other IT partners, suppliers and providers to ensure quick turnaround of new installation of equipment, accessories, consumables and spare parts.
• Provide end user IT supports to Project staff, visiting consultants, and trainees under capacity building in all the THRCP project and regional offices.
• Maintain internet connectivity bandwidth as was agreed with the service provider operational 24/7.
• Install licensed software application, antivirus perform windows update under the supervision Team Leader/Project Manager and MoPW ICT Section.
• Coordination and assistant with MoPW ICT section in all ICT related activities.
• Maintain problems tracking database, classify the problems by categories (hardware and software). Prioritize them by low, medium, and high. Evaluate the problems and give suggested solution.
• Recommend network enhancements and upgrades, indicate any relevant modifications required.
• Execute and plan Disaster Recovery Management by providing of site backup and restore procedures; maintain back up logs; advise staff in determining critical versions of data and execute related archiving procedures.
• Track ICT equipment and handle all handover of IT equipment assigned to the staff
• Support engineering department of project in operation of different engineering software and GIS system
• Prepare proposal for the IT upgrade and system of management.
• Write monthly report and any report that may be asked by the supervisor.
• Perform any other tasks as may be assigned

Training and Capacity Building

• Provide Information Technology training and mentoring to national consultants, including Ministry Counterparts within the Program may asked by the Supervisor.
• Training and build the capacity of staff and counterparts to ensure an improvement of knowledge and skills, by providing upgrading and mentoring.

3. Monitoring and Progress Controls

• Monitor systems and network (LAN, WAN, VPN) and perform daily control of servers and data integrity tasks
• Participate in the preparation of bi-weekly activity updates, quarterly activity reports, periodic and annual results reports.

4. Final Product

The IT Officer shall provide the following:
• Trouble free internet services to following offices: THRCP Kabul and Regional Offices.
• Email services, printing services and helpdesk support to all THRCP staff.
• Hardware and software solutions to all THRCP staff and capacity building users.

5. Qualifications and Experience

a. Education

• Bachelor’s Degree in Information Technology, Computer Science, and Computer Engineering, Application Development or any other relevant field required.
• Technical/Professional Diploma in the relevant field with additional 2 years of relevant experience will be accepted in lieu of Bachelor’s Degree

b. Work Experience

• A minimum 5 years of relevant experience in IT with illustrated experiences on managing internet services and software solutions.

c. Key Competencies

• Demonstrated planning and organizational skills, working on tight deadlines, and handle multiple concurrent activities; Commitment to continuous learning and technological awareness;
• Demonstrated experience in the usage of hardware and software pertinent to network, information technology, platform, architectures and systems;
• High degree of personal initiative and willingness to accept wide responsibilities;
• Excellent communication skills (spoken, written and presentational), including ability to present technical issues/positions and reports; Good analytical skills; resourcefulness, initiative, maturity of judgment; Self-motivated, versatile and adaptable to different cultures and people.
• Strong Knowledge of Switching and Routing. CCNA preferred (or equivalent experience)
• Strong Knowledge of Windows Server (2016,2012,2008). Microsoft Certification preferred
• Strong Knowledge of Active Directory, Group Policy, Scripting
• Operating knowledge of Firewalls / IDS / Network security
• Operating Knowledge of VMware/Virtual Environments

Qualifications

• Bachelor’s Degree in Information Technology, Computer Science, and Computer Engineering, Application Development or any other relevant field required.
