About Trans-Hindukush Road Connectivity Project (THRCP/MOPW)

1. General Background of Project / Assignment

Improving Afghanistan’s infrastructure is essential for accelerating economic growth and poverty alleviation. Despite very significant investment during the past decade, the country requires much additional investment in transport infrastructure to ensure basic service delivery and enhance the quality of life of its growing population, and also to reduce constraints on market access, regional trade and economic growth. The functioning of Afghanistan’s economy and the country's national integration depend to a large degree on reliable road connections across the Hindukush mountain range, which stretches from the northeast of Afghanistan to the center of the country and thereby establishes a physical barrier between the two key economic regions which are also the most highly populated areas.

The Government of Afghanistan has obtained funding of US$ 250 million from the World Bank (International Development Association – IDA) to develop, fund and help manage a project to ensure reliable trans-Hindukush connectivity. This objective will achieve through (i) rehabilitation of the 86 km Salang Pass and development of the 152 km Baghlan to Bamyan (B2B) road to become a viable alternative to the Salang Pass, and (ii) to establish suitable arrangements for the management, maintenance and operation of those two roads. The objective of this project can only be achieved through an integral project which combines the above-mentioned elements.

The THRCP project is being delivered by a government led Project Management Team (PMT) and a new Construction Supervision Unit (CSU) has been set up to undertake site supervision of all associated contracts. In parallel, the client has also appointed an international Implementation Consultant (IC) team to provide oversight and support development and delivery of the project.

On behalf of MPW, the THRCP project is seeking two qualified Surveyor to support the CSU role.

Job Summary

2. Purpose and Scope of Assignment

The Surveyor works under the overall guidance of the Resident Engineer with technical guidance from the Team Leader of the THRCP/CSU. The Surveyor in general is responsible for the preliminary technical work on a project site and conducting surveys pre-during and after construction.

Duties and Responsibilities

Specific responsibilities and duties include but are not limited to;

• Conducting preliminary survey for selected roads or bridge sites as per programme plan, this includes visual survey, photos, map checking and site visits.
• Planning and conducting an engineering survey for the selected roads, structures and civil works, including a Topographic survey and recording all site related details.
• Checking the layout of the structures e.g. centre line, culverts , bridges
• Formulate a topographic survey for project sites using TOTAL STATIONS, Geodetic GPS Stations equipment, and monitoring related aspects after construction.
• Prepare survey data and survey reports to commence road or structure design
• Perform setting out works or check the setting out works, at the request of regional Engineers or as directed
• Conducting post-construction survey and ensuring the construction/design is in accordance with the BoQ.
• Build the capacity of Surveyors in the regional offices in the use of survey equipment and surveying, in collaboration with the Head of Engineering / Executive Director.
• Closely work with ESM team in the site for carry out the environmental and social assessment surveys
• Responsible to ensure surveying equipment is in good working order.
• Co-ordinate with Bridge and Roads Design Units, and other units as applicable, to ensure dissemination of surveying data.
• Mentoring and building the capacity of PMU staff and MPW Civil Servant Counterparts.
• Frequent travel to project sites and supervise survey team and field work.
• Perform any other duty in line with these ToR’s as required by the Head of Engineering, Executive Director and/or Senior Surveyor.


3. Monitoring and Progress Controls


• Weekly meeting with Head of Engineering reporting on the progress of work
• Ad-hoc and regular communication with the Head of Engineering and Senior Surveyor regarding work plan and activities.
• Timely and accurate submission of final surveying report for project sites.
• PMU counterparts demonstrate an increase in technical expertise and skill.


4. Final Product

• Complete survey data relating to pre and post construction for all project sites.
• Survey report including the structure assessment
• Preparation of survey photo logs


5. Qualifications and Experience



a. Education (Level and area of required and/or preferred education)

• BSc. Degree in Geodesy/Road/Civil Engineering.
• Diploma in Survey Engineering plus an additional 3 years of relevant work experience in Survey may be considered in lieu of Bachelor’s Degree.

b. Work Experience

• At least 4 years’ experience within the Engineering Survey field.
• At least 2 years’ experience as a Surveyor in a large scale Roads Construction project.
• Proven capability of the use of Total station including recording data, preparation of survey repots




c. Key Competencies

• Highly skilled in the use and operation of the latest survey equipment, levelling instrument, Theodolite, Electronic distance meter, Levelling Machine, TOTAL STATION, GPS, Geodetic GPS Stations, Clinometer’s etc.
• Is able to converse easily in English, both verbal and written. Fluent in both Dari and Pashtu, verbal and written.
• Demonstrated ability to training and build capacity of counterparts.
• Is able to demonstrate attention to detail and patience.
• Ability to overcome challenges and work in difficult work environments/conditions.
• Be able and willing to travel to all provinces and remote location in Afghanistan, including volatile and insecure areas.
