About Trans-Hindukush Road Connectivity Project (THRCP/MOPW)

1. General Background of Project / Assignment

Improving Afghanistan’s infrastructure is essential for accelerating economic growth and poverty alleviation. Despite very significant investment during the past decade, the country requires much additional investment in transport infrastructure to ensure basic service delivery and enhance the quality of life of its growing population, and also to reduce constraints on market access, regional trade and economic growth. The functioning of Afghanistan’s economy and the country's national integration depend to a large degree on reliable road connections across the Hindukush mountain range, which stretches from the northeast of Afghanistan to the center of the country and thereby establishes a physical barrier between the two key economic regions which are also the most highly populated areas.

The Government of Afghanistan has obtained funding of US$ 250 million from the World Bank (International Development Association – IDA) to develop, fund and help manage a project to ensure reliable trans-Hindukush connectivity. This objective will achieve through (i) rehabilitation of the 86 km Salang Pass and development of the 152 km Baghlan to Bamyan (B2B) road to become a viable alternative to the Salang Pass, and (ii) to establish suitable arrangements for the management, maintenance and operation of those two roads. The objective of this project can only be achieved through an integral project which combines the above-mentioned elements.

The THRCP project is being delivered by a government led Project Management Team (PMT) and a new Construction Supervision Unit (CSU) has been set up to undertake site supervision of all associated contracts. In parallel, the client has also appointed an international Implementation Consultant (IC) team to provide oversight and support development and delivery of the project.

On behalf of MPW, the THRCP project is seeking two qualified Health and Safety Officer to support the CSU role.

Job Summary

2. Purpose and Scope of Assignment

The Health and Safety Officer works under the overall guidance of the Traffic management and road safety specialist with technical guidance from the Resident Engineer, Senior Highway engineer, Team Leader and Executive Director of the THRCP. Health and Safety Officer will have sound knowledge in the variation of traffic and road safety.

Duties and Responsibilities

Specific responsibilities will include but are not limited to:

• Ensure that the Programme’s Environmental and Social Management Framework (ESMF) and social inclusion procedures are well understood by the key counterparts responsible for sub-project implementation, including the contractor.
• Health and Safety Officer’s responsibilities will include but are not limited to:
• To be fully responsible for the review and implementation of Traffic Management Plan during the construction of the road project.
• To submit a weekly comprehensive detailed report to Traffic management and Road safety specialist.
• To coordinate with other team members and contractors to insure that all construction works and procedure, are under the Traffic Management Plan.
• Responsible for the implementation of Safety and Health Policy.
• Will execute the instruction and directions from Client or its authorized representative related to Safety and health;
• Will execute the instruction and directions from Traffic management and road safety specialist and other senior officials.
• Support Senior Highway Engineer in reviewing Accident Prevention Plan (APP), Safety Plan Traffic Management Plan and other Safety matters for approval.
• Report Accident and keep and track Records.
• Support Traffic management and Road safety specialist in reviewing Contractor’s Submittals related to traffic Management and safety.
• Check Temporary Facilities to contractor’s and other staff.
• Check and assist Traffic management and road safety specialist to approve First Aid Certifications.
• To satisfy the client in safety and health implementation.
• Outline on-site medical support and off-site medical arrangements.
• Outline procedures (who, when, how) for conducting hazard assessments and written certifications for use of personal protective equipment., minimum of:, Hard hat, Safety toed boots, Long pants, Short sleeve shirt.
• Review contractor’s Emergency Response Plan, Firefighting plan, Posting of emergency telephone numbers, Wildfire prevention plan.
• Prior to beginning each major phase of work provide Activity Hazard Analysis (AHA), Identify sequence of work, Identify Hazard, Measures to be implemented to reduce hazard.
• To satisfy the client in smooth transportation of the locals, governmental, and other vehicles from the under construction area of the road during the project execution.
• Attend meetings with local traffic officials and , local community to ensure safe and smooth transportation during construction.
• Follow The World Bank IFCs General Health and Safety Guidelines for Occupational Health and Safety (OHS) and Community Health and Safety.
• Evaluating contractor safety programs for comprehensiveness and compliance with THRCP/WB policies.
• Investigating and reporting claim information regarding any safety issue and providing safety records as needed.
• Verifying that contractors are conducting the proper training as per OSHA standards.
• Conducting safety meetings and issuing minutes.
• Implementing and supporting safety incentive program.
• Making sure that contractor is promoting safe work practices and conditions in accordance with OSHA and project safety manual.
• Conduct risk assessment and enforce preventative measures
• Identify the construction danger zone in project site and ensure that all personnel, vehicles and livestock are cleared from the zone before and during the blast and in the settlement area, necessary steps should be taken to avoid damage to the property from the flying rock during blasting.
• Monitoring of provision of protective clothing for laborers handling hazardous materials, e.g. helmet, adequate footwear for bituminous pavement works, protective goggles, gloves etc;
3. Qualifications and Experience

a. Education

• Bachelor Degree in Civil Engineering is required
• Certification in health and safety of major infrastructure projects will be given an advantage


b. Work Experience

• At least 4 years professional work experience in road health and safety
• Previous experience with similar responsibility would be an asset.
• Previous work experience with international organization highly desirable.


c. Key Competencies

• Good knowledge of facilitating techniques and demonstrated facilitating skills.
• Ability to take initiative and ensure adequate and rapid follow-up actions.
• Ability to work independently with minimal supervision.
• Willingness to work longs when required and is able to work under time pressure.
• Well organized and results orientated.
• Be willing and able to travel to provinces within Afghanistan, including insecure and volatile areas.
• Good working knowledge of English, both verbal and written, fluent in Dari and Pashto.
• Good working knowledge of Ms Office applications (Word, Excel) and internet/e-mail.
• Be able to work in a multi-cultural environment.

Qualifications
