Afghanistan is one of the longest protracted emergencies affected by ongoing conflict and recurrent natural calamities of different scales. The ongoing insecurity is reducing the national preparedness capacity and diminishing coping mechanisms, thus increasing the vulnerability and lowering community resilience. The directorate is mainly responsible to establish an effective coordination within the MoPH and the health partners and stakeholders in order to ensure minimum stock of emergency medical supplies, allocate and provide the required supplies predictable and accountable health emergency response to calamities caused by man-made and natural disasters.
Depending on scale and severity of disaster, hospital infrastructure and services can be affected at different degrees. We had examples in past in 2001, the district hospital of Nahrin/Baghlan, in 2013 bomb blast affected the Maidan-Wardak provincial hospital etc. Beside the damage/destruction of the infrastructure, equipment and medical stocks, the functioning of health system is disrupted due to loss of health staff, interruption of electric power and water supplies, disruption of supply chain as well as referral mechanism, and overburden of patients. It affects health staff as well. Therefore there is a need to have a strong coordination in this regard.

Duties and Responsibilities
The stock and logistic assistant, under direct leadership of EPR Director and in coordination with relevant units of EPR will be performing the following:
Supply management coordination:
1 Allocate national and international resources to provinces for their efficient preparedness, response and early recovery activities based on priorities identified in a comprehensive national risk assessment.
2 Establish a networking mechanism to provide authority to the provinces, to share resources among themselves as needed.
3 Provide updated information of stock available at affected area to EPR and Centre for command and control at national level and efficiently manage the resources at provincial level.
4 Conduct stakeholder analysis and regularly update to determine resources available from internal and external partners.
5 Establish a disaster risk reduction forum and congregates on a biannual or need basis to brief donors and other stakeholders on the national situation in terms of preparedness, response and recovery and to raise awareness on priority actions and coordinate allocation of resources.
6 Develop a mechanism with necessary recommendations for export/import of essential medical items during disasters
7 Maintain medical and health operation related stockpile at provincial level in collaboration with PPHDs and NGOs.
8 Manage storage, handling and set-up of incoming equipment and track resources.
9 Maintain documentation of resource inventories, allocation and availability
Capacity building in regards to supply:
10. Monitor national and MOPH response capacity for emergency supplies and measure vulnerability during none, pre and during disaster.
11. Train and equip Rapid Response Teams (multi-sector) at National, provincial district levels on supply management during emergencies.
12. Define procedures for integrating of voluntary donation and delivery during emergencies

The contract type is APW (Agreement for performance of work) and the duty station is Ministry of Public Health.
13. Bachler degree of public health/pharmacy, relevant post graduate qualifications will be an asset.
14. Minimum of 5 year experience in supply, procurement and stock management with government, UN and none government organization.
