Duties and Responsibilities
The Information Resource Center (IRC) Specialist is responsible for the overall supervision and management of the Lincoln Learning Centers (LLCs) network and the IRC. The IRC Specialist reports directly to the Assistant Cultural Affairs Officer, ACAO. The IRC Specialist also supervises three IRC Assistants.
Must have a good working knowledge of Microsoft Office programs, in particular excel for budgetary preparation and monitoring. Incumbent must have excellent interpersonal and people management skills. These are required to effectively manage and train a team for higher performance and to build relationships to successfully act as an advisory capacity. The incumbent also must possess excellent organizational skills with the ability to plan and implement programs and objectives independently.

Qualifications and Evaluations
Education Requirements:College degree in business/finance, management, information science, political science, event management or English is required.
EXPERIENCE: Seven years of experience with an international organization in event planning, Finance/Grants, or program administration is required.
Job Knowledge: Expert knowledge of Afghan cultural norms and institutions, education system and outreach infrastructure (word of mouth, print/radio/television media, Internet resources, etc.) Expert knowledge of how to run libraries, cultural programming, and other events within the unique Afghan logistical and security environment.
LANGUAGE: Fluent (Level 4) English. Fluent (Level 4) Dari or Fluent (Level 4) Pashtu is required.

Qualifications: All applicants under consideration will be required to pass medical and security certifications and complete a mandatory probationary period for LE Staff.
