Research, Monitoring and Evaluation Senior Technical Advisor

About Ministry of Public Health

Under the overall supervision of Reproductive Maternal Newborn Child and Adolescent Health directorate the Research Monitoring and Evaluation Senior Technical Advisor will plan monitor and coordinate with HIS, HMIS, M&E and Surveillance department of MoPH for RH related research and data issues. She/he will directly report to RMNCAH Director. She/he will ensure data and information flow from all those sources for decision making and strengthen the stewardship responsibility by ensuring timely, accurate, user-friendly information related to Reproductive Maternal Newborn Child Health (RMNCH) score card and others’ national tools.
She/he should ensure the appropriate provision of information on performance of the health care services related activities of Reproductive, Maternal, Newborn, Child and Adolescent Health Directorate of MoPH. The position holder has to strengthen the capacity of the central and provincial RH staff for RH research, monitoring and evaluation and improve the use of information and data related to RMNCAH indicators and especially about RMNCH score card. He/she has to ensure that an operational research, monitoring and evaluation plan related to RMNCAH developed and implemented. The post holder should be willing to travel to field/province.

Duties and Responsibilities

B. Key Responsibilities:

1. RMNCH Score card
1.1. Provide technical support to the RMNCAH Directorate in further developing and analyzing the RMNCAH score card and related data /information to ensure appropriate RMNCAH indicators monitoring, tracking and regular reviewing for identifying gaps.
1.2. Provide technical support to the development of RMNCAH score card online database/web portal and the design of RMNCAH data visualization platform
1.3. Coordinate and arrange quarterly data review workshop for RMNCAH score card and other data sources.
2. Monitoring and Evaluation
2.1. Provide technical assistance to reproductive health senior management and provincial and BPHS and EPHS implementing NGOs, RH officers in analysis and use of the routine RMNCAH data.
2.2. Provide analysis and interpretation of RMNCAH indicators and provide/support in frequent and regular reporting and feedback to provinces and at national level;
2.3. Prepare the annual RMNCAH monitoring and evaluation plan and reports related to RMNCAH performance activities during the year;
2.4. Conduct review of quarterly reports and provides’ feedback on quarterly reports to Provincial Reproductive Health Officers (PRHO);
2.5. Regularly monitor the implementation of RMNCAH programs and activities for improvement in quality of services & attainment of planned results.
2.6. Ensure implementation and building capacity of RMNCAH senior management officer and PRHOs on RMNCAH national M&E guideline and plan;
2.7. Supervise and monitor the quality of RMNCAH data at national and sub national level;
2.8. Closely work with EHIS, HMIS and M&E department to improve quality of RMNCAH data and in establishing database and system for routine data collection and reporting on RMNCAH monitoring.

3. Research Activities
3.1. Coordinate RMNCAH related research activities with partner agencies and stakeholders;
3.2. Collaborate with RMNCAH directorate partners in monitoring research studies.
3.3. Liaise with EHIS, HMIS, M&E, Research and Surveillance department of Ministry of Public Health, in research and evaluation activities in Afghanistan.

4. Strategy Costing
4.1. Provide technical support to the costing of Every Newborn Action Plan (ENAP);
4.2. Provide technical support to perform the costing of RMNCAH strategy 2017-2021.

5. Other Activities
5.1. Assist in the identification, documentation & sharing of best practices (including promotion of inter and intra-hospital technical exchanges), program innovations, etc.
5.2. Carry out any assigned task by relevant supervisor

Qualifications

. Job Requirements:
• Academic Requirements: Medical Doctor, Master Degree in Public Health will be as an advantage;
• Good knowledge of Afghanistan health system, BPHS/EPHS program, National RHD and CAH strategic priorities;
• Experience: At least five years professional experiences, preferably in HMIS, E&M and research issues, as well as proven experience on leading of strategy development process;
• Languages: Fluency in oral and written Dari and Pashto and English language; and
• Computer skills: Proficiency in Microsoft Office software applications, and data analysis software such as SPSS
