Senior Resident Engineer


About Trans-Hindukush Road Connectivity Project (THRCP/MOPW)

1. General Background of Project / Assignment

Improving Afghanistan’s infrastructure is essential for accelerating economic growth and poverty alleviation. Despite very significant investment during the past decade, the country requires much additional investment in transport infrastructure to ensure basic service delivery and enhance the quality of life of its growing population, and also to reduce constraints on market access, regional trade and economic growth. The functioning of Afghanistan’s economy and the country's national integration depend to a large degree on reliable road connections across the Hindukush mountain range, which stretches from the northeast of Afghanistan to the center of the country and thereby establishes a physical barrier between the two key economic regions which are also the most highly populated areas.

The Government of Afghanistan has obtained funding of US$ 250 million from the World Bank (International Development Association – IDA) to develop, fund and help manage a project to ensure reliable trans-Hindukush connectivity. . This objective will achieve through (i) rehabilitation of the 86 km Salang Pass and development of the 152 km Baghlan to Bamyan (B2B) road to become a viable alternative to the Salang Pass, and (ii) to establish suitable arrangements for the management, maintenance and operation of those two roads. The objective of this project can only be achieved through an integral project which combines the above-mentioned elements.

The THRCP project is being delivered by a government led Project Management Team (PMT) and a new Construction Supervision Unit (CSU) has been set up to undertake site supervision of all associated contracts. In parallel, the client has also appointed an international Implementation Consultant (IC) team to provide oversight and support development and delivery of the project.

On behalf of MPW, the THRCP project is seeking a qualified Senior Resident Engineer to support the CSU role.

The Senior Resident Engineer works under the overall guidance of the Team Leader for THRCP with technical guidance from the Executive Director of the THRCP.

Duties and Responsibilities

Specific responsibilities will include but are not limited to:

• Full understanding the scope of work, project requirements, construction drawings and contract documents.
• Ensures that the project proceeds in accordance with the technical specifications, contract document provisions. requirements and construction drawings and that all necessary forms are completed and transmitted to the site construction office.
• Develops and maintains quality standards that apply to onsite construction work, ensuring proper implementation as described in technical specifications.
• Review and conform the setting out work completed by the contractor
• Monitors and performs inspections of construction activities by contractors
• Ensures contractors implement and follow the approved quality control plan, construction plans and specifications
• Respond to contractor’s request for clarifications/information
• Run the day-to-day operations on the construction site and control the schedule.
• Maintain daily work activity diary, including records of manpower and equipment used
• Ensure safety and environmental policies are followed by contractors
• Review and ensure monthly progress claims submitted by the contractor
• Management of staff assigned
• Schedule and coordinate weekly/monthly progress review meetings
• Maintain an audit file which will include original contract, all correspondence, change orders/change proposals, amendments to drawings/specifications, clarifications, payment schedules.
• Responsible for quality control of entire project
• Verify that approvals have been obtained for any proposed construction activities prior to their initiation of work.
• Arrange and attend preparatory meeting and other phases of control.
• Review and verify change orders when needed
• Review and respond to contractor’s change proposals
• Monitors and verifies material testing activities
• Advance planning and organization of inspection duties, survey duties, construction activities.
• Assessing and certifying claims for payment, extensions of time and variations to the contract.
• Perform a material “take-off” to assure that materials are available to complete the project.
• Assuring that all proposed design changes or material substitutions are discussed with the Site Construction Office and proper approval is obtained prior to proceeding with the work.
• Communicating with contractor on any issues, problems during the project construction.
• Supervise inspectors, survey parties, soils and materials samplers and testers, and other technicians and workers on job.
• Supervise and coordinate safety and traffic movement.
• Supervise submittal of required reports, certificates, payrolls, etc., and maintain project files in good order.
• Keep current records of work to permit ready preparation of as-built plans and records.
• Have all data in shape to permit acceptance of job by designated authority.

3. Monitoring and Progress Controls

• RE responsible to support THRCP Team Leader for daily reporting with approved inspection report for overall project activities and update progress report, coordinate and supervise lower level site Engineers.
• Inspect construction work to verify conformance with project documents.
• Conduct field tests and coordinate verification to ensure materials are in compliance with specifications also be proactive about problems and provide solutions based on specification.
4. Final Product

• Ensure final Road alignment, pavement and structures implemented as per approved design and specification.
• Successful achievement of overall strategic program goals of THRCP.
• Effective support to the MPW to ensure achievement of overall program goals.

5. Qualifications and Experience

a. Education

• Master’s Degree in Civil Engineering or other relevant topic is required.
• Bachelor’s Degree in Civil Engineering plus an additional 7 years of relevant work experience may be considered in lieu of Master’s Degree.

b. Knowledge and Work Experience

• At least 10 years’ experience in large civil works, vertical and horizontal works projects
• Experience in quality control, field testing and lab testing of construction materials including aggregates, hot mix and concrete
• Experience in use Word, Excel, Primavera P6 & MS Project are required
• Experience in Design of Roads and Bridges will be a distinct advantage
• Experience in use of AutoCAD is required
• Experience in Civil 3D will be a distinct advantage

c. Key Competencies

• Experience in civil works, roads and bridge construction, inspection, testing and contract administration
• Supervisory skills
• Fluent in both oral and written English, Dari and Pashto are required
• Highly analytical with good communication and presentation skills.
• Ability to work in a team environment
• Proven organisational, negotiation and problem-solving skills
• Demonstrated ability to training and build capacity of counterparts.
• Ability to overcome challenges and work in difficult work environments/conditions.
• Be able and willing to travel to project sites including insecure and volatile areas for the field verification of progress of construction works.
